One EGLE grant, two new affordable housing redevelopments

A $300,000 Brownfield Redevelopment Grant from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) will help create two single-family affordable housing developments in Warren. Peter’s Grove and Jackson Estates will have a combined 48 houses on land that was vacant and contaminated for more than a decade.

Jackson Estates (11375 Jackson Avenue) will have 28 for-sale single-family homes. The site was the location of Macomb Park Elementary School for nearly 60 years. Petroleum compounds have been found in soil on the property.

Peter’s Grove (7576 Hupp Avenue) will have 20 for-sale single-family homes at the site of the former Harding Elementary School, which was demolished in 2014. EGLE grant funding will only be used on one lot where petroleum compounds were found in soil.

EGLE Brownfield Site Assessment funding was used to investigate contamination at both sites. The EGLE grant will pay for the excavation, transportation, and disposal of contaminated soil from both sites. The grant will also pay for follow-up sampling to confirm all contaminated soil has been removed.

The $8 million affordable housing redevelopments are being supported by a $1.9 million grant from the Michigan State Housing Development Authority. All 48 units will be held for buyers making 120% of the Area Median Income. Construction on Peter’s Grove is expected to be completed by the end of 2027, and construction on Jackson Estates will be completed by the end of 2028.

More than half of EGLE’s annual budget supports local projects, protects public health and the environment, and helps create economic growth and jobs for Michigan workers. Redevelopment increases the value of brownfield sites and other nearby properties. In 2025, the EGLE Brownfield program provided more than $23 million in brownfield incentives to 76 projects in 52 Michigan communities. These projects are projected to create more than 440 housing units, 600 jobs, and result in more than $675 million in capital investment.
