State Revolving Fund loan applicant process guide

This is intended to serve as a guide for applicants to provide a general overview of the loan process for the Clean Water State Revolving Fund (CWSRF), Strategic Water Quality Initiatives Fund (SWQIF), and the Drinking Water State Revolving Fund (DWSRF). All mentioned forms and guidance documents are available from the SRF Forms and Guidance webpage. If you have specific questions, contact your assigned EGLE SRF Project Manager

Project Planning

Submit draft project planning document to EGLE for review, recommended at least 60 days prior to submission of final document.

Project Priority List (PPL) scoring, Annual Intended Use Plan (IUP), and Public Hearing

EGLE will score and rank projects to establish the fundable range. Draft documents are published in summer with public hearings in scheduled in September. A final IUP for both programs will be published by October.

Milestone Schedule

Based on selected financing quarter EGLE will draft a milestone schedule (project schedule), and contact applicant for review and signature.

Per project schedule

Environmental Assessment (EA) and Finding of No Significant Impact (FNSI)

This document is issued by EGLE. Once published, applicants should share with residents and other interested stakeholders.

Order of Approval (OOA) and Loan Closing

EGLE issues OOA to establish loan amount. Applicant attends conference call with Treasury and signs loan documents.

Construction Contract Award

Issue Notice to Proceed and execute contract(s). Submit both to EGLE.

Disbursement Requests (DR)

Submit eligible costs to EGLE for reimbursement (up to two DRs can be processed per month).

Change Orders

Submit to EGLE for review and approval.

Final verification of costs with EGLE, and submit final disbursement request.
