FY27 Byrne Justice Assistance Grant (JAG) Q & A

Common questions and answers for JAG application:

Can a non-profit apply if they work with Local Government or do you specifically have to be a State, Tribal, or Local government entity?

The applicant must be a State, Tribal, or Local government entity.

Would this be only one application per applicant per project area, or just one application per applicant across all project areas?

MGX allows one program area per application. MGX questions can be referred to msp-cjgrants@michigan.gov.

How do you find the SAM/UEI number to register for MGX?

For MSP SAM/UEI - please email msp-cjgrants@michigan.gov and we will assist. Office hours for application assistance are:

  • October 14-16 and 19-23, from 9 a.m. – 11 a.m. and 2 p.m. – 4 p.m.

How can you avoid supplanting if you are requesting back pay? Do you have a specific example you can share?

Unless the "back pay" was specifically written into your local/state budget due to the delay in this funding, it would not be considered supplanting.

For the Victim and Social Services Grant, "Category Two: Social Services" can we use this for the previously offered co-response mental health clinician if they are a social worker?

Yes, this is eligible.

Can you explain the 50% award part again?

50% of the total award will be released initially, and when MSP receives our award, the remaining 50% will be released. This is the same process as FY26 JAG award.

I used my MILogin for Workers account and my MGX registration was approved - do I need to do something different?

It should show up under Single Sign On, if not, please email us and we will assist in the process.

Can a mobile-app subscription (one-time development plus first-year hosting and support) be an allowable cost when it is the delivery tool for an engagement program with local partners?

Yes, but only costs within the grant period are allowable.

If this is reimbursement grant only -what's an example of an expense that is paid that does not represent supplantation?

See above response to previous supplanting question.

If we went with a first-responder or officer wellness custom mobile app, could that be under "mental health"?

Please refer to Program Descriptions on MSP Byrne Justice Assistance Grant (JAG) for eligibility.

Should the applicant of record be the county/city, or can it be the sheriff's office as a government entity?

That is not our decision, it is the applicant’s decision. Any level of unit of government is eligible.
