Air Quality Information

Stellantis, also known as FCA or Fiat Chrysler America, operates automotive manufacturing at numerous locations on the east side of Michigan. The making of a car is a complicated process that requires many steps and thousands of parts.

Not every location makes every part of the car as different machines and expertise is needed to finish the car. Many locations have processes with air emissions and must comply with air quality rules and regulations, have air permits, and have regular inspections by EGLE staff. This webpage lays out the different locations and provides links and information about each location.

Facility Information

Detroit Assembly Complex

The Detroit Assembly Complex consists of the Mack Assembly and the Jefferson North Assembly Plants. The Mack Assembly plant has recently been converted from an engine plant to an assembly plant. Operations at these two locations now primarily include painting and assembly. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several air Permits to Install rolled into a Renewable Operating Permit.

Information

    • Autumn 2021: Recent compliance activity has included September 20, 2021, October 20, 2021, and November 3, 2021 violation notices. These violations were related to odors and improperly installed equipment.
    • November 18, 2021: EGLE has started escalated enforcement against Stellantis related to violations above.
    • November 22, 2021: At EGLE's request, the United States Environmental Protection Agency did mobile air monitoring on November 16 and 17 using their Geospatial Measurement of Air Pollution (GMAP) vehicle. Results of the monitoring and the evaluation can be found in their GMAP Report for November 19, 2021. Please note that canister samples collected during this monitoring are still being analyzed by laboratory staff. These results will be added as soon as they become available.
    • November 22 & December 8, 2021: The Michigan Department of Health and Human Services (MDHHS) contractors conducted air sampling near the facility. The samples from November 22 have been analyzed by laboratory staff and the results have been provided to MDHHS. The samples collected on December 8 are being analyzed by laboratory staff.
    • December 21, 2021: Stellantis notified EGLE that corrections has been made to the assembly line ductwork. The ductwork is now venting emissions to the control devices, as the air permit required. EGLE and MDHHS continue to investigate odors and evaluate air sampling results.
    • January 11, 2022: Stellantis has submitted the Detroit Assembly Complex Mack Odor Investigation, Analysis, and Mitigation Plan as part of their response to the violation notices. EGLE is reviewing the plan.
    • January 12, 2022: EGLE will host an on-line community meeting to talk with the public about air sampling activities around the Stellantis - Detroit Assembly Complex in Detroit, Michigan. The online meeting will be on Thursday, January 27, 2022, at 6:00 PM EST. The meeting will be recorded and the recording posted soon. A link will be provided when it is available.
    • January 27, 2022: On-Line Community Meeting
    • March 2022: EGLE continues to respond to and evaluate complaints. An additional violation notice was issued for objectionable odors on March 24, 2022. EGLE is working through the escalated enforcement process, partnering with the USEPA, and consulting with MDHHS on matters related to evaluation of public health. Additional information will be posted as it becomes available.
    • May 2022: Recent compliance activity has included:
      • The submittal of an air permit application by Stellantis requesting the installation of a new air pollution control device, called a Regenerative Thermal Oxidizer or RTO and changes to existing exhaust equipment.
      • A May 20, 2022 violation notice for objectionable odors.
      • Continuing progress on the escalated enforcement action.
      • Final planning for additional onsite air sampling to help further evaluate sources of potential odors.
    • July 2022: On-site air sampling on the Stellantis property was completed in early June. This sampling was done to further evaluate sources of potential odors. Unfortunately, due to samples being damaged by high temperatures during shipping, the samples were ruined and could not be analyzed. Because the samples were damaged, the results would not be valid. Staff at EGLE and Stellantis were very displeased with this news and are working hard to redo the sampling. The results of sampling can take four to six weeks and will be shared once they are received. EGLE continues to work through the air permitting and enforcement process. Progress in both these areas is being made.

Mack Assembly Plant

(Formerly Mack Engine Plant) Historic Information: Almost all equipment contained in this plant has been retired with the switch from engine work to assembly work. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Warren Truck Assembly Plant

The Warren Truck plant is an automotive assembly plant. Operations primarily include painting and assembly.

Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Warren Stamping Plant

The Warren Stamping Plant is metal stamping and shaping plant that makes larger metal automotive parts. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install. This location is included in the Renewable Operating Permit for the Warren Truck Assembly Plant.

 

Sterling Heights Assembly Plant

The Sterling Heights Assembly Plant is an automotive assembly plant. Operations primarily include painting and assembly. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Sterling Heights Stamping Plant

The Sterling Heights Stamping Plant is metal stamping and shaping plant that makes larger metal automotive parts. Information on inspections, and if applicable, stack tests, violation notices and the company's response to those violations, is available. Information is available on inspections, stack test, violation notices, and the company's response to those violations. This location does not currently have any Air Permits to Install or Renewable Operating Permits.

 

Trenton Engine Plant

The Trenton Engine Plant builds and tests automotive engines. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

FCA / Chrysler Technology Center

FCA Tech Center performs research and development for automobile, light duty truck, and vehicle component manufacturing. Operations include dynamometer test cells, pilot assembly processes, test painting, and various lab activities. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

 

Dundee Engine Plant

The Dundee Engine Plant builds and tests automotive engines. Information is available on inspections, stack test, violation notices, and the company's response to those violations. The company also has several Air Permits to Install rolled into a Renewable Operating Permit.

This facility has an Air Permit to Install for several back-up generators.
