Scrap tire grant information
The Scrap Tire Program administers a combination of community-based grants that support local municipal tire cleanups, public and private grants that enhance and promote scrap tire markets in Michigan, and technical staff resources to support compliance assistance and enforcement activities.
Through these efforts, the program seeks to improve the scrap tire regulatory landscape with higher rates of compliance, fewer occurrences of illegal tire operations (i.e. illegal hauling and dumping), the creation of more viable markets for tire materials, and the eventual establishment of a tire market based on circular economy principles.

Section 16908(2)(c) of Part 169, Scrap Tires, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA), requires that the Scrap Tire Regulatory Fund shall be used for the cleanup or collection of abandoned scrap tires and scrap tires at collection sites. The department shall give priority to funding activities under this subdivision at collection sites in which the scrap tires were accumulated prior to January 1, 1991, and to collection sites that pose an imminent threat to public health, safety, welfare, or the environment. The department shall make every effort to assure that all abandoned scrap tires accumulated at collection sites prior to January 1, 1991, are cleaned up or collected by September 31 [sic], 2009.

Scrap Tire Market Development Grants (closed)
The Scrap Tire Market Development grant applications are closed.
Scrap Tire Market Development Grants are available to reimburse up to 50% of the cost to purchase scrap tires to support the development of increased markets for scrap tires. Grant funding is also available to reimburse up to 50% of the cost of purchasing equipment or for research and development to provide for a new or increased use for scrap tires.
Grant applications were due April 18th, 2025.
