Biosolids Annual Reports (BAR) and Discharge Monitoring Reports (DMR)
Every facility that can generate biosolids must submit an annual report and discharge monitoring report (DMR) by October 30th of every year into our database, called MiEnviro Portal.
Below is a tutorial on completing the biosolids annual report and discharge monitoring reports.
MiEnviro Portal
We use a permitting and compliance database called MiEnviro. All biosolids annual reports are now submitted through MiEnviro. The current biosolids annual reports form is available in MiEnviro.
How to submit Biosolids Annual Report (BAR) in MiEnviro

Step 1 - Go to your Site Apps, Requests and Reports
- Make sure your Site is selected
- Click on Apps, Requests and Reports

Step 2 - Click on New and Draft Compliance Reports

Step 3 - Search for “Bio”

Step 4 - Begin Submission
- Find the right Annual Report
- Check for proper Due Date
- Click Begin Submission button (will be available 60 days prior to due date)

Step 5 - Click Begin Form Entry

Step 6 - Click Next Section or Next Bullet Icon on the left side of the screen

Step 7 - Fill out Section I – Biosolids Land Application Report completely – scroll down to see additional information

Step 8 - Fill out Section II – General Facility Information and Click Next Section

Step 9 - Fill out Section III – Final Use/Disposal Practices and Click Next Section

Step 10 - Click to download EGLE template and fill out or upload your own documents in the box below, then click next section

Step 11 - Upload appropriate laboratory data, make sure your attachment saved, and then click on next section

Step 12 - Fill out Section VI – Pathogen & Vector Attraction Reduction, upload appropriate documents, and then click next section

Step 13 - Fill out DMR Status and click next section

Step 14 - Review all entries for accuracy
*Note – a section will turn red if something is missing or blank

Step 15 - Once form is complete, if you want a copy click print review first and then click certify and submit

Step 16 - Click Submit Form to complete entry of the Biosolids Annual Report
How to submit Discharge Monitoring Reports (DMR) in MiEnviro

Step 1 - Accessing the DMR
Once you have navigated to your site, you can access your DMR through either:
- Your facility’s dashboard
- If entering information for an upcoming annual report, It should appear on your priority tab.
- The Discharge Monitoring Reports Tab
- In the frequency column, look for the “annual” frequency
- If you have more than one annual report, look at the date range October-September.

Step 2 - Entering your information
- There is no daily tab for biosolids, and it should default to the summary tab.
- If your facility did not land apply, select the “no discharge box.”
- Do not enter zeros or Asterix codes in the columns.
- If your facility did land apply, enter the minimum, average and maximum for all parameters.
- If you only have one analysis, enter the same number in all three columns.

Step 3 - Validation and submission
- When you finish your report, be sure to save. The button should turn green when information is entered.
- Be sure to validate and review.
- After validation, a certified user can certify and submit the DMR.
