Semester Hour Equivalent (SHE) courses

    The minimum requirements to write an exam to become a certified municipal wastewater operator are outlined in the Part 41, Sewerage Systems, administrative rules promulgated pursuant to Part 41, Sewerage Disposal and Waterworks Systems, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, Mich Admin Code, R 299.2901 et esq., and are further explained in the Board Policy on Certification: Minimum Requirements (Board Policy). These requirements state an individual must have operational experience and some level of college education to write the A and B-level examinations.

    Rule 299.2918(2) allows the Department, with advice from the Board of Certification (Board), to substitute additional education or experience if an individual does not meet the standard requirements. Using this subrule, the Department and the Board created Semester Hour Equivalent (SHE) courses. These courses allow individuals without a formal college degree to earn college-level equivalent credits, making them eligible to write the A and B-level examinations.

    Categories

    SHE courses are split into three Specified Education Categories, defined by the Board Policy:

    Hydraulics, Electricity, Electronics, Engineering Materials, Mechanics, Statics, Dynamics, Technical Drawing, Computer Programming

    Administrative

    English Composition, Technical Report Writing, Engineering Contracts, Environmental Law, Public Relations, Communications, Utility Management, Basic Supervision, American Government, Accounting

    The above table includes typical subject matter for each educational category, but it is not an complete list. There may be more subjects not listed eligible for SHE credit.

    Requirements for SHE credit course eligibility

    Courses seeking eligibility for SHE credit will be evaluated by staff, and will be approved or denied by the Board based on the following criteria:

    1. A formal request must be made by the course provider to be reviewed and approved by the Board.
    2. The course must be a minimum of 10 hours of course instruction, with full attendance required. The attendance must be monitored and verified by the course provider.
    3. Written materials, such as textbooks, manuals, etc., must be provided for each attendee, if such materials will be used.
    4. The course must have a comprehensive examination requiring a passing score of 70%.
    5. A certificate of completion shall be provided for each attendee that passed the exam and met all of the requirements. This certificate shall include:
      1. Name of participant
      2. Name of course provider
      3. Course name as presented on course application
      4. Course category and number of SHEs granted
      5. Course end date

    Staff will maintain a list of all approved SHE courses and report all new courses seeking SHE credit approval to the Board at the next scheduled meeting.
