EGLE awards $3.9 million in funding to seven brownfield redevelopment projects

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is awarding $3.9 million in brownfield funding to seven projects that will create at least 68 new housing units and 66 new full-time equivalent jobs. The EGLE grants will be used to remove or address contamination so the properties can be safely reused and redeveloped into mixed-use housing and commercial space, single-family housing, light industrial, and a new restaurant.

Lakeview Lofts 116 & 120 Main Street, East Jordan

An $805,000 EGLE grant will help turn a former hotel and Charlevoix County Road Commission storage site into new housing and commercial space. The redevelopment will have a mix of 17 for-sale condos and for-rent apartments. Eight of the units will be held for people making 60% to 120% of the Area Median Income. The $8.6 million project is expected to create 12 new jobs. The new building is expected to be ready for occupancy by early 2028.

River Market 640 Water St., Saugatuck

A $1 million EGLE grant will turn contaminated waterfront property into a new business and new jobs. The former bait shop and boat charter company will be transformed into a 2.5-story, 4,229-square-foot building with commercial space and three rental apartments. The $1.5 million project is expected to create 3.5 full-time equivalent jobs and be finished in mid-2027.

Peter’s Grove and Jackson Estates 7576 Hupp Ave. (Peter’s Grove) & 11375 Jackson Ave. (Jackson Estates), Warren

EGLE is awarding a $300,000 grant to a project that will create two new single-family affordable housing redevelopments. Both are happening at former school properties with petroleum contamination on the site. Peter’s Grove will have 20 for-sale homes, while Jackson Estates will have 28. Construction on the $8 million redevelopment is scheduled to be finished by the end of 2028.

Cash Only Bistro 16215 East Warren Ave., Detroit

A contaminated and vacant drycleaner site is being turned into a new restaurant with the help of a $560,000 EGLE grant. The $1.11 million project is getting much of its funding from philanthropic and community groups focused on revitalizing neighborhoods and improving commercial corridors. The build-your-own pasta restaurant will have 16 employees when it’s finished in the spring of 2027.

Dunk’s Garage 4496 North Washington Ave., Ubly

A $350,000 EGLE grant will help make this vacant, contaminated site safe for redevelopment. The property was home to a blacksmith, gas station, oil and fuel depot, and auto repair shop dating back to 1901. EGLE did extensive cleanup and assessment   work at the site from 1992-2025. The EGLE grant will help turn it into a café with 4.5 full-time equivalent jobs. Construction is expected to be finished in January of 2029.

2231 W Willow 2231 West Willow St., Lansing

A former manufacturing site will be cleaned up and returned to productive use with the help of a $470,000 EGLE grant. The existing building will be rehabilitated and become home to an auto body and paint shop as well as a used auto parts sales and recycling shop. The developer expects the $2.2 million project to create 30 new full-time jobs in skilled trades, technical services, and administrative roles.

Roscommon Gas Station 802 Lake Street, Roscommon

A vacant and contaminated site at the main intersection in the village of Roscommon is being turned into a new restaurant with the help of EGLE brownfield funding. A $400,000 grant will be used to address petroleum and metals in soil and groundwater at the site. The redevelopment is expected to create new jobs, generate new tax revenue, and revitalize the area. The restaurant is scheduled to open in 2028.

More than half of EGLE’s annual budget supports local projects, protects public health and the environment, and helps create economic growth and jobs for Michigan workers. Redevelopment increases the value of brownfield sites and other nearby properties. In 2025, the EGLE Brownfield program provided more than $23 million in brownfield incentives to 76 projects in 52 Michigan communities. These projects are projected to create more than 440 housing units, 600 jobs, and result in more than $675 million in capital investment.
