The Michigan Department of Environment, Great Lakes, and Energy’s (EGLE) Water Well Viewer (WWV), is an interactive mapping system that displays water wells along with other information, such as wellhead protection areas, underground storage tanks, and sites of environmental contamination. Water well locations have been identified by address matching, the use of global positioning systems (GPS), and by legal descriptions.
This system allows water well drilling and pump installation contractors to submit water well records.

The Department of Environment, Great Lakes, and Energy (EGLE) has received a Water Quality Certification request under Section 401 of the Federal Clean Water Act (CWA) and a Federal Consistency Certification under Section 307 of the Federal Coastal Zone Management Act (CZMA) regarding the proposed construction and operation of two SMR-300 small modular reactor units and supporting facilities adjacent to the existing Palisades Nuclear Plant at the 432-acre Palisades Energy Center, located at 27780 Blue Star Highway, Covert Township, Van Buren County.
The project involves disturbance of approximately 110 acres of undeveloped and previously developed land at the Palisades Energy Center for construction of the two SMR-300 units and supporting buildings, cooling towers, access roads, parking areas, utilities, and other facilities. An additional 58-acre parcel located 0.4 miles south of the Palisades Energy Center will be used for construction support activities, including operation of a concrete batch plant, material laydown, spoils storage, and construction worker parking. Construction is anticipated to be completed in 2031.
Discharge of construction dewatering water, construction stormwater, and hydrostatic pressure test water is expected during construction of the new facilities. Operation of the new facilities will result in discharge of liquid wastes to Lake Michigan, which is expected to include cooling tower blowdown, process wastewater, liquid radwaste, wastewater from floor and equipment drains, infiltration bed backwash, and stormwater. The facility is considering multiple options for the discharge of sanitary wastewater, including groundwater discharge, surface water discharge to Lake Michigan, or connection to a municipal publicly owned treatment works. Operation of the new facilities will also result in emissions of steam and exhaust gases, including nitrogen oxides and carbon monoxide, to the atmosphere. Construction of the new facilities requires a limited work authorization and construction permit from the U.S. Nuclear Regulatory Commission (NRC), and operation will require an operating license from the NRC.
Many construction and operation activities are regulated under state statutes and are subject to state permit requirements. EGLE is reviewing the proposed activities for compliance with Michigan’s water quality requirements pursuant to Section 401 of the CWA and consistency with Michigan’s Coastal Management Program pursuant to Section 307 of the CZMA.

Under Section 401 of the federal Clean Water Act, EGLE reviews federal permit and license applications for projects that may result in a discharge to Michigan’s waters of the United States. The purpose of the review is to determine whether EGLE can certify that the project will comply with Michigan’s water quality requirements.
The federal agency cannot issue the permit or license unless EGLE either grants or waives water quality certification. EGLE may require special certification conditions that the federal agency must incorporate into the permit or license. The federal agency cannot issue the permit or license if EGLE denies water quality certification for the project.
Under Section 307 of the federal Coastal Zone Management Act, EGLE reviews federal agency activities within Michigan’s Coastal Zone Boundary that may impact coastal resources and uses. The purpose of the review is to determine whether the proposed activity complies with a range of Michigan’s resource protection statutes and rules.
