State Revolving Fund: Scoring Criteria
This page provides information regarding the scoring criteria adopted by EGLE in 2025 for the Clean Water and Drinking Water State Revolving Fund (SRF) programs. New scoring criteria is in effect staring with Fiscal Year 2027 projects. Please see the scoring criteria provided below. Guidance and scoring worksheets are currently being developed and will be published on this page in early 2026.
The scoring criteria is used by EGLE to prioritize and rank projects on the Project Priority Lists (PPL) and to allocate SRF funding. The updated scoring criteria aligns current EGLE priorities with the SRF programs. Please note that scoring of projects is based only on the work proposed to be financed in the upcoming fiscal year loan. Any future work will be scored separately in the fiscal year which it is financed.
State Revolving Fund scoring criteria
The criteria include the same five categories: compliance, public health, water quality, improving infrastructure, and affordability/overburdened. The total points available for a single project is 100 with maximum values set for each category. More information on eligible items in specific categories can be found in the scoring criteria.
