Statewide System of Support (SSoS)
Michigan's Statewide System of Support (SSoS) for Title I Schools identified for improvement and structured support under the Elementary and Secondary Education Act of 1965, as amended (ESEA).
Academic achievement and increased graduation rates are two of the cornerstones of the Federal Every Student Succeeds Act of 2015 (ESSA). The ESSA requires the Michigan Department of Education (MDE) to identify schools in one of three support categories: Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support (ATS). The ESSA also requires States to reserve a portion of their Statewide Title I allocation to provide funding to support districts with schools designated as CSI, TSI, and ATS. The districts with schools designated for CSI, TSI, and ATS status receive support services from the MDE through its partner Intermediate School Districts (ISDs) and Education Service Agencies (ESAs) to build capacity in order to increase student achievement and/or graduation rates.
Schools designated as CSI are Michigan public schools identified in the bottom 5% of all schools Statewide and/or did not achieve a graduation rate of 67% or higher. Regional Assistance Grants (RAGs) are awarded to ISDs and ESAs to support districts with CSI schools via a formula allocation. The following schools were identified for CSI status in 2018.
Any local district with schools designated as CSI, TSI, or ATS are eligible to engage in systems work through the Blueprint for Systemic Reconfiguration as provided through the Title I SSoS Technical Assistance Grant (TAG). RAG Supporting Schools
Schools receive funding for services to support their school improvement programs and initiatives. The RAGs are awarded to ISDs with schools designated as CSI in their constituent local school districts.

The SIG, authorized under Title I, Part A, Section 1003(g) of the ESEA, is a grant to Michigan used to make competitive sub-grants to local educational agencies (LEAs) that demonstrate the greatest need for the funds and the strongest commitment to use the funds to provide adequate resources in order to substantially raise the achievement of students in our lowest-performing schools. In Michigan, five cohorts have been awarded the SIG as sub-grantees since the 2010-11 fiscal year. The SIG is no longer available to new applicants. Cohort 5 is implementing final SIG-funded programs and activities through September 30, 2022; at which point the grant program ends.
The Statewide TAG is a competitive grant that provides services to districts and ISDs with schools identified for CSI, TSI, and ATS. The current grantee is Calhoun Intermediate School District (CISD). CISD provides these supports through the Statewide Field Team (SWFT) in collaboration with other ISDs. Their vision is to provide an education system that has the capacity to effectively implement and sustain the use of frameworks and practices with fidelity to improve outcomes for learners across Michigan. Their mission is to develop the capacity of leaders to cultivate and sustain system-based data-driven organizations that provide an equitable education to each student.
