New Michigan School Index Data Show 68 Schools Exit State Support Due to Gains

LANSING – The Michigan Department of Education (MDE) today released 2024-25 Michigan School Index accountability results that show 68 schools are no longer identified as needing supports due to improvements in student outcomes.

“The Michigan Department of Education is committed to working with districts to improve student achievement and graduation rates,” said Interim State Superintendent Dr. Sue C. Carnell. “I am very pleased to see that 68 schools—including 33 out of 98 schools that were in partnership agreements with MDE—no longer require additional supports from the department because of the hard work by local district and intermediate school district staff, children, parents, community members and MDE employees. When we work together, we can provide the services our children need to learn and reach their full potential.”

With the release of today’s Michigan School Index, MDE will enter into partnership agreements with districts to assist 113 schools that were identified for Comprehensive Support and Improvement. That’s out of 3,324 public schools, which means 3.4% of Michigan’s public schools are identified for additional support through a partnership agreement. Fifty-seven local school districts will work with MDE through these partnership agreements to improve academic outcomes for students.

Partnership districts will receive concentrated support from MDE and their intermediate school districts (ISDs) to develop measurable 18-month interim target benchmarks and 36-month target outcomes to be achieved for each school operated by the district that is subject to the partnership agreement.

Alternative education schools and virtual schools scoring in the bottom 5% and/or having a 4-year graduation rate of 67% or below will receive supports outside of a partnership agreement through the MDE Office of Educational Supports.

Intermediate school districts will be active partners with local school districts and MDE in supporting Comprehensive Support and Improvement Schools and partnership districts. 

The Michigan School Index is Michigan’s federally required comprehensive school accountability system. Statewide results show slight gains from 2023-24 across the numerous measures used in the Michigan School Index. The system is used to identify schools needing additional supports so that students can improve academic outcomes, attendance, and graduation rates.

MDE is required to run the Michigan School Index annually to fulfill federal requirements under the Every Student Succeeds Act. The federal law requires MDE to annually publish the Michigan School Index, which includes identifying low-performing schools for support.

Schools are eligible to exit Comprehensive Support and Improvement and Additional Targeted Support status if they no longer meet the entrance criteria by showing improvement in math and English language arts proficiency over 2 years. Schools that did not meet the Comprehensive Support and Improvement exit criteria were reidentified to remain in that category. Criteria for the two categories that are being run this year follow:

Comprehensive Support and Improvement

  • Lowest performing 5% of schools and/or high schools with 4-year graduation rates of 67% or below.
    • Lowest performing schools determined by the Michigan School Index overall index value.
    • Four-year graduation rates of 67% or below determined under the graduation component of the Michigan School Index.
    • Or a school is previously identified for Comprehensive Support and Improvement but did not meet exit criteria.
  • Identified and eligible to exit status every three years, including 2024-25.

Targeted Support and Improvement

  • Schools having at least one student group (such as a racial group, economically disadvantaged students, or students with disabilities) performing in the bottom 25% of each of the school’s components on the Michigan School Index.
  • Identified annually.

This is not an identification year for Additional Targeted Support, as that category is on a 6-year cycle and was last identified in 2022.

While a new cohort of schools will not be identified for Additional Targeted Support in 2025, MDE offered these schools early exits beginning in the 2024-25 cycle. Fifteen schools exited Additional Targeted Support early. In 2025, MDE offered these schools early exits beginning in the 2024-25 cycle. Fifteen schools exited Additional Targeted Support early.

The MDE website includes lists of Partnership Districts. It also provides lists of schools identified for Comprehensive Support and Improvement, Additional Targeted Support, and Targeted Support and Improvement.

The following 68 schools, including 33 schools that were previously in district partnership agreements, are exiting based on improvements that they made.
