Eligibility to Receive the MI-SoBL

Who is eligible to receive the Michigan Seal of Biliteracy (MISoBL)?
- The MI-SoBL has been designed to be awarded to high school graduates or the equivalent. The MI-SoBL may be awarded to any student receiving a high school diploma, a high school certificate of completion, or a high school equivalency certificate.
- A designated representative from the educational entity must apply for the MI-SoBL on behalf of the student. Alternatively, when an educational entity does not participate with the MI-SoBL, parents/guardians and students may apply on their behalf.

Is an exchange student eligible for the MI-SoBL?
- An exchange student is eligible to receive the MI-SoBL providing that the exchange student is receiving a diploma or graduating from a State of Michigan Local Educational Agency (LEA). Transcripts from the student’s home country may be used to grant the MI-SoBL in lieu of an approved assessment (see the “Foreign Transcripts and Other Formal Documentation” on Page 7 of the MI-SoBL Policy).

Is a student eligible to earn the Michigan Seal of Biliteracy (MI-SoBL) using American Sign Language?
- Yes, American Sign Language is considered a World Language.

Is a student eligible to earn the Michigan Seal of Biliteracy (MI-SoBL) in more than one World Language Other Than English (LOTE)?
- Yes, a student can receive the MI-SoBL in more than one LOTE. For example: If a student is proficient in English, Hindi, and Spanish; that student could receive two MI-SoBLs - one in Hindi and a second in Spanish.
- An application for the student must be submitted for each LOTE to be considered for the MI-SoBL.
