MiSTAR - Application for Permit to Drill (APD) submission
Electronic filing of Part 615 and Part 625 Applications for Permits to Drill (APDs) is now accomplished using the Michigan State Tracking and Reporting (MiSTAR) systems. The MiSTAR permit application submittal system replaces the E-Forms system used previously. All Permittees submitting Part 615 or Part 625 APDs are required to use the MiSTAR system beginning April 6, 2026, to fulfill the regulatory requirements.
The MiSTAR system still allows for timelier processing of permit applications, increased accuracy of inputted data, the tracking of the status of activity for applicant’s submittal(s), and allowing applicants to rapidly edit, revise, and resubmit applications for review.
Through MiSTAR users initiate application submittals by completing pertinent information regarding the well and it’s proposed location and drilling program. Once that has been entered it will get assigned an application number. Applicants then will include a printout of their submittal in MiSTAR and submit that, a payment receipt, and supplemental application attachments to:
