Prepared by the RRD Superfund Section, Pre-remedial Group, this investigation was prompted by historical findings of elevated levels of metals in surface soils and groundwater and potential asbestos containing materials. Piles of waste containing significant concentrations of semi-volatile organic compounds (SVOCs) and metals were present, there were widespread observed releases of contaminants in shallow and subsurface soil, elevated concentrations of pesticides and SVOCs in groundwater with widespread groundwater contamination significantly above background for several metals, and releases of metals were documented in surface water and sediment.
Final Report, PCB Study Using Semipermeable Membrane Devices in Torch Lake, Houghton County - March 2006
Prepared by the Great Lakes Environmental Center. Semipermeable Membrane Devices (SPMD) are passive samplers that mimic the uptake and bioconcentration of PCBs in fish. This study collected data from within Torch Lake and surrounding waters and demonstrated that the surface water in the main basin of Torch Lake contains elevated levels of PCBs.
Baseline Environmental Assessment for Mason Sands, Houghton County – January 2017
Prepared by U.P. Engineers and Architects for the Portage Lake Water & Sewage Authority. The report identified chromium, copper, lead, manganese, mercury, nickel, selenium, silver and zinc in groundwater at concentrations exceeding Michigan Residential Generic Cleanup Criteria (GRCC) levels. In soils, copper, mercury, nickel, selenium, silver and zinc were detected at concentrations exceeding Michigan GRCC.
Aroclor Sediment Investigation, Torch Lake Area of Concern, Houghton County – June 2009
Prepared by the US EPA Great Lakes National Program Office (GLNPO). The objective of this study was to evaluate surficial sediments throughout Torch Lake to determine if areas of PCB concentrations indicate a terrestrial and/or aquatic source of PCBs. The report indicated the presence of a PCB concentrations ranging from 26 to 1,100 micrograms/kilogram.

Michigan Department of Transportation M-26, Ripley, Houghton County Hydrogeological Investigation – April 1991
The Michigan Department of Transportation (MDOT) undertook a two-phase hydrogeological investigation to study the environmental impacts associated with soil and surface water contamination discovered during construction along the south side of M-26 in Ripley. Petroleum contaminated soil and approximately 3,200 gallons of petroleum waste were removed and disposed of. Ten monitoring wells were installed and sampled over several years.
First Preliminary Report Dollar Bay Wells – March 1995
Prepared by Traverse Engineering Services, P.C. Routine water sampling in August of 1994, revealed the presence of pentachlorophenol (PCP) in production well #2 (PW #2). Repeat samples collected from the production wells also revealed PCP during sampling completed in September 1994, October 1995, and January 1996. This report provides an evaluation of the hydrogeological conditions in the vicinity of the Dollar Bay Well Field. Three observation wells (OW #1 through OW #3) were installed in the vicinity of the production wells to determine groundwater flow direction, allow for groundwater sample collection, and determine aquifer properties. PCP was not detected in samples collected from the observation wells or from samples collected from surface water on Portage Lake.
Laboratory Water Sampling Results – April 1997
Prepared by the Michigan Department of Public Health, now the Michigan Department of Health and Human Services, this laboratory report contains the analysis results for samples collected from the Dollar Bay well field from 1995 through 1997.
Laboratory Report for Work Order #00500194 – June 2010

Brownfield Redevelopment Assessment Report for Hancock/Ripley Trail Property – November 2002
- Appendix A - laboratory analysis data for the Brownfield Redevelopment Assessment Report
Prepared by the MDEQ Pre-Remedial Group. A Brownfield Redevelopment Assessment was conducted for a two-mile long stretch of the Hancock/Ripley Trail Property in June 2002. Thirty-four surface soil samples were collected. Due to the contaminants detected, MDEQ reported that the Hancock/Ripley Trail qualified as a ‘facility’ under Part 201 of the NREPA. It was reported that contaminants could potentially be transported to other environmental media and/or migrate down gradient. MDEQ suggested restricting access to the contaminated areas and further investigating the extent of contamination.
Phase II Hydrogeological Investigation Report Houghton County Road Commission Ripley Garage – August 1998
Prepared by Sundberg, Carlson and Associates, Incorporated. The Houghton County Road Commission (HCRC) Garage property was originally the site of a copper smelter known as Lake Superior Smelting Works until 1923 when HCRC obtained the property for use as a road commission garage. Petroleum products used to fuel and lubricate road commission vehicles had routinely been stored onsite and the site included aboveground storage tanks (ASTs), underground storage tanks (USTs), and various dispensing pumps. In January 1994, HCRC was requested by the MDEQ to address the petroleum and salt contamination at the Ripley Garage. As part of the Phase II Hydrogeological Investigation soil and groundwater sampling were conducted. SCA concluded that the petroleum related impacts had been delineated around the garages and shops, primarily in the former UST locations, and that the extent of the chloride contamination appeared to have migrated to the Portage Canal.
Baseline Environmental Assessment: Royce Road Marina, Royce Road, Franklin Township, Houghton County – October 2015
Prepared by TriMedia Environmental and Engineering Services, LLC. TriMedia performed a Baseline Environmental Assessment (BEA) for a potential property transaction. The BEA summarized the data gathered during the site activities outlined in the 2015 Phase I Environmental Site Assessment (ESA), 2013 Limited Phase II ESA, and the Initial Groundwater Monitoring Event Summary. Based on the results of the Limited Phase II ESA, the subject property was classified as a “facility” as defined by Part 201 of the Michigan NREPA, Environmental Remediation, Public Act 451 of 1994, as amended. TriMedia’s conclusions were that the metals detected in soil and groundwater samples collected onsite could be attributed to the placement of stamp sand material from historic mining activities.
