MiUI Resources for Employers and TPAs
Employers and third-party administrators (TPAs) will use MiUI to file quarterly wage and tax reports, upload wage files, register as a new business, and more.
In MiUI, all employer representatives such as Professional Employer Organizations (PEO), those with Power of Attorney (POA), and fiscal intermediaries will be classified as a Third-Party Administrator (TPA).

Requirements for Creating a Payment Plan
In MiUI, employers, third-party administrators (TPAs) with the proper roles, and staff will be able to create payment plans to manage settling debts on employer accounts.
The updated rules governing when a payment plan cannot be created for an employer in MiUI are:
- If the employer is missing any wage reports.
- If the employer has any incorrect wage reports.
- If the payment plan includes quarters with debt outside of the statute of limitations.
- If the employer has an active bankruptcy (note: the system will allow for post-petition debt payment plans).
- If the employer has a history of defaulting on two or more payment plans.
- If the employer has a bank levy.
- If the employer has an existing payment plan.
Updates to Payment Plan Terms
- MiUI will allow employers to make down payments through dollar amounts and percentages rather than having to rely on installment calculations.
- Employer-initiated payment plans can last for up to 24 months without staff approval.
Note: Staff have additional permissions when making payment plans on behalf of employers.
TPA Bulk File Payments
- TPAs with the authority to submit payments on behalf of their associated employers can submit via a bulk file. Note that the file format for the Automatic Clearing House (ACH) file has been updated. Instructions on how to format that file can be found here.
Voluntary Payments
- Employers no longer have to manually calculate the voluntary payment needed to reduce their tax rate, as MiUI will now perform the calculations for employers within the system.
- UIA staff no longer have to be informed when an employer is making a voluntary reserve payment in order have a positive reserve balance to qualify for workshare. MiUI distinguishes between voluntary payments: one that reduces the actual rate and one that is to pay your negative reserve balance so that you can qualify for workshare.
In MiUI, there are several different ways that users can access information related to a specific employer or TPA:
- Logging into the employer/TPA account
- Logging into a User account that has been added to the employer/TPA
- Being a TPA who is authorized to view or edit aspects of an employer’s account
User Accounts in MiUI
User accounts allow individuals to access an employer or TPA’s account with their own login credentials, rather than the login credentials of the employer or TPA account itself.
Employer/TPA account system administrators (users with full view and edit access for an account) are able to add users to those employer/TPA accounts. There are no limits to the number of system administrators that can be assigned in the system.
When adding a user to an employer account, the employer account system administrator can either elect to make the new user an employer account system administrator as well or assign the user specific roles. The employer account system administrator will also be able to specify which reporting units (location accounts) each role should apply to.
When adding a user to a TPA account, that user must be given TPA account system administrator privileges.
After the employer/TPA account system administrator adds the user to the Employer/TPA account, the user will receive an email inviting them to initiate their account. They will then be able to access the Employer/TPA account and view/edit authorized information using their own credentials.
TPA Accounts in MiUI
If a TPA has been tasked with representing an Employer, that TPA will be allowed to view or edit information related to the Employer from within their TPA account. That TPA will only be able to view or edit information related to the specific roles they have been assigned. A full list of available roles can be found here.
Maintaining the Same Employer Account
With the launch of MiUI, a new process will exist for maintaining employer accounts as they switch between reimbursing and contributing status. Unlike previous processes, employers will utilize one account regardless of any changes to their reporting method. All functions—whether reimbursing or contributing—will be completed within the same account. A new account number will not be assigned.
The Two System Transition period refers to the time when both the MiWAM and MiUI systems will be used.
Between the time when MiUi launches and Summer 2026, tax functionalities will be available in MiUI while benefit functionalities will continue to be accessed in MiWAM.

Changes to quarterly wage reporting file formats
There are now four file formats that will be accepted in MiUI. Employers may need to update existing processes to reflect acceptable file formats.
- Delimited (i.e., CSV Comma Delimited)
- File extensions: .txt or .csv
- ICESA (NASWA Standard File Format)
- File extensions: .txt
- EFW2 (Formerly MMREF-SSA)
- File extension: .txt
- XML (Standard XML Format)
- File extension: .xml
The MiWAM file format will no longer be accepted, employers and / or third-party administrators (TPAs) will need to update existing processes to reflect acceptable file formats. Detailed instructions for each file format can be found linked above or on our resource guide webpage.
Key to the transition is setting up a MiLogin for Business account, which will be required to access MiUI. All users (Employers and Third-Party Administrators (TPAs)) will need a MiLogin for Business account to use MiUI.
- MiLogin for Business is the State of Michigan’s secure portal that lets users access multiple state services using a single User ID and password. Employers and TPAs will be required to use MiLogin for Business to access MiUI.
- After setting up a MiLogin for Business account, employers and TPAs will be able to add MiUI as a service to the account. Note that, while MiUI is a single system, there are two distinct services for MiUI: one for employers and one for TPAs.
- Some employers may already have a MiLogin for Business account if they have interactions with other state departments, such as the Michigan Department of Treasury.
- Understanding MiLogin is crucial as it will be the gateway to the new MiUI system, streamlining access and enhancing security.
At this time, all employers and TPAs should either create a MiLogin for Business account or confirm that they are able to log into their existing account. If an employer or TPA already has a MiLogin for Business account, they do not need to create a new one for MiUI. After logging into MiLogin, employers and TPAs should add MiUI as a service to the account (employers will add the MiUI Employer Portal and TPAs will add the MiUI Agent Portal).

TPA Roles and Access: Third-Party Administrators (TPAs) can be Professional Employer Organizations (PEOs), Fiscal Intermediaries (FIs), Employer Representatives, Reimbursing Employer Groups or Work Opportunity Tax Credit (WOTC) representatives. TPAs are authorized by employers to perform specific unemployment insurance tasks.
Employer Control: MiUI gives employers complete control over their accounts and TPA relationships. Employers can add, update, or remove TPAs and assign specific roles to limit access to only the necessary information and tasks.
- Employers may add a TPA at any time; however, both the start and end dates of the TPA’s role must align with the beginning of a new quarter.
TPA Roles: TPAs are authorized by employers to perform specific unemployment insurance tasks. The available TPA roles in MiUI include:
