The Special Education Actual Cost Report (SE-4096) is a collection within the Center for Educational Performance and Information (CEPI) Financial Information Database (FID) application. Information on the FID collections can be found on the CEPI website. Indirect cost rates are pre-populated in the application.

Login to the FID to submit your information. If you do not have an account set up, you will need to request access to the application through your MILogin account (see SE-4096 User Guide for detailed instructions).
The dates for all collections can be found on the CEPI master calendar. Section 18 of the State School Aid Act requires each intermediate school district (ISD), local education agency (LEA), and public school academy (PSA) to submit the SE-4096 by the last business day in September of each year. Section 18 also requires the ISD to certify the cost report for all of its member districts. Submissions are due to ISDs two weeks prior for their approval.
