State Superintendent Issues Statement Praising Literacy Investment, Legislation
July 03, 2026
Approved Budget Also Benefits All Students with Funds for School Meals,
Support for Children with Greatest Needs
LANSING – The Michigan Department of Education is issuing the following statement from State Superintendent Dr. Glenn Maleyko on the fiscal year 2027 school aid budget approved by the Michigan Legislature today, as well as Senate approval of legislation that would mandate state-funded science of reading training for grades K-5 teachers who teach reading and require faculty at educator preparation programs to receive training in the science of reading.
“Michigan students stand to benefit tremendously from the literacy investment that is one of the most significant investments in the fiscal year 2027 school aid budget approved by the Michigan Senate and House. The commitment to literacy means Every Child Reads. These literacy investments, along with the many other education priorities included in this budget, demonstrate what can be accomplished when we work collaboratively in a bipartisan manner while always putting Students First.
“Under this budget, children will continue to receive free breakfast and lunch through the Michigan School Meals program so schools can provide them with the nutrition they need to be prepared to learn. The budget also includes important investments in our ongoing efforts to address the teacher shortage so students are taught by highly qualified, certified educators. It increases support for students with the greatest needs, including children who are economically disadvantaged, English learners, and students with disabilities. It also provides additional investments in Career and Technical Education, rural and isolated school districts, student transportation, and dual enrollment opportunities that expand college access.
“I applaud Gov. Gretchen Whitmer and our legislative partners for putting Students First.
“I also thank the Senate for approving the science of reading legislation, following action by the House last month. Reading is the foundation for success in school and in life. These bills would build on Michigan's ongoing efforts to improve literacy outcomes and provide educators with the tools and support they need to help all students become strong readers.”
