The State of Michigan is shifting its focus from disposal to materials management.
Solid Waste Management Plans are outdated. In the future, Counties will be transition to Materials Management Plans.
This shift will increase recycling access, infrastructure, and market development. Counties will be encouraged to look at and integrate other sustainable practices such as:
- Energy Recovery and Savings
- Decarbonization and Sustainability
- Pollution Prevention
- Social Equity
- Climate Resiliency

Import / Export Authorizations
Part 115 requires waste import/export authorizations.
This means waste must be approved by both the county sending the waste and the county receiving the waste. This is called reciprocal authorization. The county sending the waste is the exporter and the county receiving the waste is the importer.
Ex. County A sends waste to County B
County A exports to County B
