Permit to Install (PTI) applications included here may be of particular interest to the public. These applications and supporting documents are subject to revision during the review of the applications in response to EGLE requirements. The public is encouraged to provide informal comments to assist the EGLE in identifying issues of concern.

    Details:
    This PTI Application No. was APP-2021-0019 for a new hot mix asphalt plant. The application was received December 28, 2020 and was approved with changes on November 15, 2021 as PTI No. 90-21.

    Details:

    Arbor Hills Energy is an active landfill.  On the same property (or stationary source is a landfill gas-to-energy plant, Emerald RNG, LLC (SRN P1488).  There have been several PTI applications associated with these facilities.

    Details:

    PTI Application No. APP-2022-0028 was a request to use of coke oven gas as an additional fuel.  PTI 77-24 was approved with changes based on public input on 7/25/2024 based on an evaluation of this application.

    Details

    Copperwood Resources, Inc/Highland Copper Company Inc.(Copperwood) is a proposed nonferrous mine and ore processing facility. Copperwood plans to construct this facility to mine, extract, and process a nonferrous copper and silver ore body. A PTI No. 180-11A v2.0 was approved with changes based on public comment on February 25, 2025.

    Details:

    Eagle Mine, LLC is a Subsidiary of Lundin Mining. PTI Application No. APP-2024-0180 was received on 7/30/2024 to replace APP-2024-0042.   • Location:

    Details:
    The Marathon Detroit Refinery stationary source, State Registration Number (A9831), consists of three separate companies that are included in the Renewable Operating Permit (ROP) for the source.

    • Marathon Petroleum Company LP (Marathon), which owns and operates the petroleum refinery.
    • Air Products and Chemicals, Inc. (Air Products SRN P1533), which owns and operates a facility that provides hydrogen to the refinery.
    • MPLX Terminals LLC (MPLX), which owns and operates a light products marketing terminal that markets light products, such as gasoline and diesel fuel, produced by the refinery.

    Marathon Feedstock and Fuels Flexibility Project (PKG-0000452 for Marathon or PKG-0000668 for MPLX)

    Marathon is asking to install equipment for unloading feedstock from railcars, to load more fuels into railcars using existing equipment, and to change some permit conditions, including removing some sulfur production limits. Marathon refers to these changes as the Feedstock & Fuels Flexibility Project. 

    MPLX is asking to use the vapor combustion unit control device instead of the vapor recovery unit control device for a limited amount of time during fuel loading.

    Marathon Detroit Permitting Project 

    The companies submitted air permit applications to allow Marathon to operate at its physical capacity, to add new criteria pollutant emission caps, and for some pollution control projects. These permits were approved with changes on September 10, 2024.

  • Location:

    Details:

    Stellantis – FCA Detroit Assembly Complex – Mack (Mack Plant) is an automotive assembly plant.  Application No. APP-2022-0125 was a request to modify their existing permit to add requirements for the continued operation of a second air pollution control device and to increase how much particulate matter they are allowed to emit. PTI No. 14-19B v1.0 was approved with changes on November 8, 2024.
