The Rural Development Fund Board, housed in the Office of Rural Prosperity, has oversight of the Rural Development Fund. The Board is charged with advising the Office on how to distribute tax revenue collected from mines to improve and strengthen local communities. Director is a voting member and makes final decision on projects (Public Act 411 of 2012).

Victorious Community Development, Inc. serves the community at large through programming and services to help enrich the Great Lakes Bay Region by providing opportunities for life-skills development with a special emphasis on the Buena Vista area.
The Board of Directors of Victorious Community Development, Inc. is now in the process of instituting the Mel A. Pryor Community Development Center (MAP Community Development Center), a multi-faceted approach to strengthening neighborhoods, families, and individuals in our community by identifying and providing resources for the essential necessities critical for overall wellness and growth, while also implementing viable solutions that include social enterprising approaches to address the underlying systemic disparities that serve as the root cause for the challenges faced in these three core realms of the most urgent and growing needs of our community: 1) Food availability and access, 2) Education, and 3) Health Services access and utilization.
