The Rural Development Fund Board, housed in the Office of Rural Prosperity, has oversight of the Rural Development Fund. The Board is charged with advising the Office on how to distribute tax revenue collected from mines to improve and strengthen local communities. Director is a voting member and makes final decision on projects (Public Act 411 of 2012).

Most communities in Michigan have a sense of what their future could be; what they may lack is the data, information or mechanisms for collaboration to turn that vision into an actionable, implementable plan. Our office supports communities with charting their own paths for the future with solutions that can be tailored to their unique needs. Our programming connects communities to the practical tools and hands-on support they need to not only weather economic disruptions, but to emerge stronger and positioned for long-term success.
Identifying state and federal grant opportunities that are targeted to communities' specific needs is challenging for local governments. To help solve this problem, we developed MI Funding Hub in partnership with the Michigan Municipal League. This free resource connects local governments to a centralized database of state and federal grants and matches them to relevant and eligible funding opportunities.
To strengthen local capacity to respond to challenges and plan for the future, we developed a Community Transition Playbook: a comprehensive guide to help communities with economic planning and implementing long-term growth and resilience strategies tailored to their unique strengths, assets and obstacles. The playbook gives community leaders practical tools to guide their local economy through change. It helps them use data, understand what resources already exist, follow steps for responding to plant closures, support workers, keep local businesses strong, explore new economic opportunities and identify long-term, sustainable funding options.‑term, sustainable funding options.
We’re working with 10 community-based coalitions through our inaugural Community Growth Academy: an 18-month program helping transition-impacted communities plan for long-term economic growth and resiliency. Academy participants access to grant funding to help implement projects, a dedicated and embedded full-time fellow, technical assistance support from state staff and peer-to-peer learning opportunities with other cohort members.
To ensure Michigan’s most vulnerable communities can benefit from our available tools and resources, we have a dedicated team of Community Navigators who provide sustained, hands-on support. Our small team builds strong relationships at the local level and can help assess community needs and readiness to tailor support. In addition, the Community Navigators help communities interpret data, connect with state and regional resources, coordinate local partners, and move projects forward — from early planning through implementation — ‑to ensure communities can act on opportunities and address challenges effectively.
