Movement on CT Rules (Posted 3/11/2011)
The hold on the CT rules I messaged you about yesterday has been broken. We were notified this morning that the State Office of Administrative Hearings and Rules (SOAHR) certified the CT Rules and submitted them to the Joint Committee on Administrative Rules (JCAR) in a letter dated March 10, 2011. JCAR has 15 sessions days to review the rules. If they do not object by the end of the 15 session days, the rules are filed with the Office of the Great Seal and become effective immediately.
The first session day for JCAR review will be March 15. The legislature meets 3 times a week and has a 2 week break at the end of March and a 1 week break in April. That puts either May 4 or 5 as the 15th session day. The legislative session calendars are subject to change but it looks like the rules could be effective in May if there are no objections from JCAR.
