LANSING – State Superintendent Dr. Michael Rice named two educators with strong local school district leadership experience to be deputy superintendents at the Michigan Department of Education (MDE) today.
Dr. Sue Carnell will become the next chief deputy superintendent on August 2 and Dr. Delsa Chapman will become the new deputy superintendent of educator, student, and school supports on June 28.
Dr. Carnell will replace Sheila Alles as chief deputy superintendent when the latter retires this summer. Dr. Chapman will replace Dr. William Pearson, who has been the interim deputy superintendent since the departure of Deputy Superintendent Dr. Vanessa Keesler in November 2020.
“Dr. Carnell and Dr. Chapman bring many years of service to children as educators and leaders at the local school district level,” Dr. Rice said. “Their breadth of experiences will help MDE continue to expand and improve educational supports for public schools in Michigan.”
Dr. Carnell, who currently serves as chief of staff to Dr. Rice, has wide experience in educational and governmental settings.
Her education experiences include superintendent of the Westwood Community School District; deputy superintendent of the Detroit Public Schools; assistant director of special education and principal for the Southgate Community School District.Her government experiences include serving as director of the former Office of School Excellence and the former Office of Community Services at MDE. She also served as the education policy advisor for former Governor Jennifer M. Granholm and worked as group executive for former Detroit Mayor Dave Bing.
Dr. Chapman currently serves as deputy superintendent of the Lansing School District, where she previously served as associate superintendent of student learning and director of high schools and magnet programs. She brings to MDE experiences as a grant coordinator, elementary and STEM middle school principal, department chair, and science teacher as well. She has helped lead the changes necessary to boost the Lansing School District’s four-year graduation rate by almost 15 percentage points since 2016.
Dr. Pearson will return to be MDE’s director of the office of partnership districts. Gloria Chapman, who has been the interim in that role, will return to be assistant director of that office.
