The City of Harper Woods, incorporated in 1951, is in the northeast corner of Wayne County encompassing 2.63 square miles. With a diverse and growing population of more than 15,500 residents, Harper Woods borders Detroit to the south and west, Eastpointe and St. Clair Shores to the north, and Grosse Pointe Woods to the east. The community is poised for additional growth with the redevelopment of the former Eastland Mall into the Eastland Commerce Center, increased commercial activity along the Kelly Road and Harper Avenue corridors, and the potential adaptive reuse of the Poupard Elementary School site to create more housing in the community. Harper Woods is a built-out community that does not have a community center for its residents and presently only has facilities with limited capacities for organizations and residents to congregate indoors. Indoor recreational activities are also limited to properties owned and operated by the local school districts and/or charter schools in the community.
The community has expressed the need and desire for a community center for decades. Community engagement for the City’s Parks & Recreation Master Plan 2024-2028, and the Master Plan Update 2023, document a strong need and demand from stakeholders for a place to gather. The City has worked with its engineering consultants, Anderson, Eckstein, & Westrick, Inc., to develop a conceptual plan for an approximately 8,700sf facility consisting of a multi-purpose room/gymnasium, meeting rooms, locker rooms, and a permanent home for the City’s Parks & Recreation Department, which currently operates out of a trailer located at Johnston Park. The community center will be located within Salter Memorial Park on a shovel-ready site with existing parking and utilities. The facility will be available for a wide range of uses including after-school activities, career and workforce development services, programming for seniors, meeting space for neighborhood and community organizations, and recreation and athletic activities. A huge need is being addressed through this new community center as the estimated number of users from Harper Woods and surrounding communities is 20,000 residents.
