About the RFQ
Background information
Section 710 of Public Act 22 of 2025 appropriated $2 million in state funding to support the 23+ Program that assists adults 23 years of age or older with obtaining a high school diploma and placement in career training programs. Per the legislation, the Michigan Department of Labor and Economic Opportunity, Workforce Development (LEO-WD) is required to publish a Request for Qualifications (RFQ) to secure qualified providers.
Eligible program providers include public, nonprofit or private accredited diploma-granting institutions that have at least two years of experience providing dropout recovery services in Michigan.
Application information
To be considered for Fiscal Year 2026 funding, the application must be completed in full and submitted by 5 p.m. EST on December 5, 2025. Completed applications must follow the format provided and be submitted as either a Microsoft Word document or a PDF via email to LEO-AdultEd@michigan.gov.

Award notification information
All applicants will be notified by December 30, 2025 of the determination of their application (i.e., approval or denial). The maximum amount of funding a provider will receive via reimbursement for FY 2026 will be provided as well. The communication will be sent via email to the individual listed as the Main Contact on the application.
