Who needs to report under this law?
A research facility meeting the definition provided in Act 224 of 1969 must report. In the law, a “research facility” is defined as any school, hospital, laboratory, institution, organization, or person that is licensed or otherwise registered with the United States Department of Agriculture and that uses or intends to use a dog or cat in laboratory research and that does one or both of the following:
- Purchases or transports laboratory animals.
- Receives funds from the State of Michigan, a local government, or an agency or instrumentality of this state or a local government to finance its operations through grants, loans, or other funds.

Do I have to submit a report if my research facility uses animals other than cats and dogs?No, this requirement only applies to Michigan research facilities using or intending to use dogs or cats for research.

When does the Annual Compliance Report for Research Facilities need to be submitted?No report is due in 2024. Starting in 2025, the report must be submitted to the Michigan Department of Agriculture (MDARD) by March 31. The report covers activities from the previous calendar year.
