BEAD Grant Application Website
The Broadband Equity, Access, and Deployment (BEAD) Program is designed to ensure that every home, business, and community anchor institution in Michigan will have access to a high-speed internet connection by awarding grants to build infrastructure to locations that need it.
Michigan’s BEAD Program accepted Pre-Registration from potential applications from June 28, 2024, through March 10, 2025, and Project Applications from January 9, 2025, through April 9, 2025. However, as required by the BEAD Restructuring Policy Notice that was released by the National Telecommunications and Information Administration on June 6, 2025, MIHI is making updates to Michigan’s BEAD Program and administering a “Benefit of the Bargain Round” through which Michigan’s BEAD funding will be awarded.
As directed by the Policy Notice, unlicensed fixed wireless (ULFW) providers that serve BEAD-eligible locations were offered an opportunity to provide evidence that BEAD funding is not required for the locations they serve. This notice was posted on this page on June 9, 2025, and the deadline for these providers to respond was June 16, 2025.
MIHI is working to adapt additional guidance specific to the policy notice and the Benefit of the Bargain round. Updates that apply to the Benefit of the Bargain round will be announced as soon as possible.
Key considerations:
- Location eligibility for the Benefit of the Bargain round is being updated in accordance with the BEAD Restructuring Policy Notice.
- Both Registration and Project Application will take place using the EGrAMS system.
- The 40 entities which completed pre-registration for Michigan’s BEAD Round 1 are already considered registered for the Benefit of the Bargain round.
- Entities which began but did not complete pre-registration for Michigan’s BEAD Round 1 will be able to update their previous submission in order to register for the Benefit of the Bargain Round.
- Entities which had not begun pre-registration for Michigan’s BEAD Round 1 will be able to submit registration information for the Benefit of the Bargain round.
- A project application from an entity that does not completely register for the Benefit of the Bargain Round will not be considered.
- Project application requirements have been updated between Round 1 and the Benefit of the Bargain Round. Round 1 applications must be updated and resubmitted in order to provide all the information necessary for consideration in the Benefit of the Bargain Round.
- Project applications that were in-progress or fully submitted in Round 1 will be available in the EGrAMS application system and can be updated and resubmitted.
