What is a blocked claim investigation that determines eligibility for benefits?
Sometimes a person filing for benefits is blocked from receiving unemployment benefits due to no reported wages or insufficient wages reported by the employer.
This is called a blocked claim. In this situation, the Field Audit Unit of the Michigan Unemployment Insurance Agency (UIA) will perform a blocked claim investigation.
The purpose of the investigation is to:
- Determine the correct claimant wages reported.
- Check if services are covered under the MES Act.
- Determine employer liability.
- Determine an employment relationship.
The investigation by a UIA auditor will take all fact-finding measures necessary to make a determination on an applicant’s claim for benefits. For the workers, findings will be used to decide eligibility for benefits and the amount of benefits they are entitled to receive. For employers, the findings will often be used by UIA to determine an employer’s liability and assessed taxes.
An employer participating in a blocked claim investigation will receive an Employer Request form and a Questionnaire to Determine Employment Status. These completed forms and any evidence of wages paid to the employee (i.e. copies of a W2, 1099, or pay stubs) must be returned to the agency for review. The auditor could contact the employer if there are additional questions.
It is important to respond to the auditor’s request, otherwise any evidence provided by the claimant will be the determining factor for benefit eligibility.

What is the Go Live date for the new system?
- Tax Go Live: Dec. 15, 2025.
- Benefits Go Live: Summer 2026.
When can we register?
- Registration Opens: Dec. 15, 2025.
- MiWAM Accounts: If an employer account exists in MiMAM, the account will be brought into MiUI automatically.
Are there specification changes?
- Yes. Visit MiUI University for more information.
- For specific changes on how accounts will differ in MiUI, look for the “Changes from MiWAM to MiUI” section.
Will 4th Quarter reporting have to be done in MiUI or MiWAM?
- 2025 4th Quarter reporting, and all future reporting, will be submitted in MiUI. Reports must be submitted by Jan. 25, 2026.

- The MiWAM file format will no longer be accepted, employers and / or TPAs will need to update existing processes to reflect acceptable MiUI file formats.
Questions from Third Party Administrators (TPAs)
Can TPA accounts have multiple users with different access levels?
- No. There is only one level of access for TPAs: TPA System Administrator.
Is there documentation for Employers on how to assign a TPA?
- It will be available on MiUI University later this month.
Can the TPA connect an employer to their account?
- Yes, with conditions:
- Employers can complete the association or:
- TPAs can request association (e.g., Professional Employer Organizations / Fiscal Intermediaries).
- TPA roles can be assigned by an employer directly or requested by a TPA. Employers will have the ability to edit those TPA roles afterwards.
How do I locate the TPA code to give to the employer?
- In MiUI, the TPA code or ID will be in the upper right-hand corner on the TPA home page.
- TPAs can also locate it by viewing the TPA Account Profile under the Account Maintenance menu.

The launch of MiUI is less than two months away for employers and third-party administrators. The tax portion of the new, modern computer system is scheduled to go live on Monday, Dec. 15, 2025. MiUI for benefits will launch in summer 2026.

MiUI Minute Email: Each edition provides quick updates, learnings, and/or actionable steps on the transition to MiUI. The MiUI Minute is sent to all subscribers of the Employer Advisor newsletter. Sign up for the MiUI Minute.
MiUI University Website: The website offers details about the transition to MiUI. Its support resources will educate you about MiUI, including overviews, guides, and videos.
