MiUI Minute: Issue 26
March 30, 2026
The Michigan Unemployment Insurance Agency (UIA) is transitioning to a new tax and benefits system called MiUI, which will replace the current Michigan Web Account Manager (MiWAM). MiUI is being launched in two parts, with Tax functions now live, and Benefits functions scheduled to be available this summer.
The next three issues of the MiUI Minute will feature a series of articles about Quarterly Wage Reporting in MiUI. In this issue of the MiUI Minute, we're providing information about the file formats available for uploading wage report files in MiUI. As a reminder there are various ways to submit quarterly wage reports in MiUI: including file upload, manual entry, copy previous quarter, no employment and no wage report. This issue covers the file upload method. Future issues will cover the other filing options.
Wage Report File Formats
All past due and future quarterly wage reports must be submitted in MiUI. The first quarterly wage report for 2026 is due on Monday April 27.
When filing quarterly wage reports using the file upload filing method in MiUI, only the following four file formats are accepted: MiUI Delimited, ICESA, EFW2, or XML. The MiWAM file format (Form 1028) will no longer be accepted and employers and TPAs will need to update existing processes to reflect acceptable file formats.
On the Quarterly Wage Report Testing page on MiUI University, you can learn more about file format specifications and test your wage file format using the Wage Report File Validation Tool. It is recommended that you use the tool to test your file format prior to submitting your wage report in MiUI.
Note: Do not upload actual employer information or personally identifiable employee data during the testing process.

Hot Tip!
Based on recent conversations with TPAs and Employers, here is a reminder based on common errors when submitting a MiUI Delimited wage report format.
MiUI Delimited wage report format: Be sure to include commas (,) for any blank fields in your employer record. For instance, if there is no second line in the mailing address, add a comma in that location.
Example Address:
Suite 200
Chelsea, MI 48818-1355
Correct MiUI Delimited format:
“1000 MAIN ST,,CHELSEA,MI,48818,,”
Example Address with a second address line:
Suite 200
Chelsea, MI 48818-1355
Correct MiUI Delimited format:

The next issue of the MiUI Minute will focus on the other methods to submit quarterly wage reports in MiUI.
Note on Go Green preferences for Benefit-related notices
During the transition from MiWAM to MiUI, the Go Green/electronic mailing preference for Benefits-related notices was disabled in MiWAM, and some employers may receive Benefits mailings by paper.
We are actively evaluating options to restore electronic delivery during this interim period; if a fix is not feasible, paper delivery will continue until MiUI R2 for Benefits goes live later this summer, when Benefits mailing preferences will be available in MiUI. Tax-related notices sent through MiUI are not impacted—employers and third-party administrators (TPAs) will continue to receive Tax communications according to their selected delivery preferences.
