FDA National Retail Standards
The Voluntary National Retail Food Regulatory Program Standards (Retail Program Standards) is a set of criteria that constitutes a highly effective and responsive program for the regulation of foodservice and retail food establishments. The Retail Program Standards:
- Create foundation and system upon which all regulatory programs can build through a continuous improvement process.
- Encourage regulatory agencies to improve and build upon existing programs.
- Provide a framework designed to accommodate both traditional and emerging approaches to food safety.
- Work towards the ultimate goal of reducing factors that contribute to foodborne illness.
The Michigan Department of Agriculture and Rural Development (MDARD) is currently working to meet these Retail Program Standards. Michigan's local health departments are also encouraged to enroll and work toward meeting these standards. The information provided is intended to assist agencies through this process. Please phone MDARD at 800-292-3939 for additional assistance, as needed.

Enrollment
Contact the FDA Retail Food Specialist for Michigan and forward a completed and signed FDA National Registry Report (FDA Form 3958).
FDA Retail Food Specialists List
Self-Assessment (SA)
The SA is an internal review by your program management to determine if your food program conforms to the criteria in the Retail Program Standards.
Initial SA is completed within 12 months of the date of enrollment.
Following the initial SA, a complete SA cycle must be repeated at a minimum every 60 months.
Verification Audit of Self-Assessment
The verification audit is an independent examination by an external party to confirm the accuracy of the SA that claims one or more Standard(s) as met. The program manager, or a designated representative, must request a verification audit within three (3) months of the completion of a SA or SA update in which one or more
Standard(s) is claimed as met. The verification audit must be completed within six (6) months of that self-assessment or self-assessment update.
For Michigan jurisdictions enrolled in the Retail Program Standards, a request for a verification audit can be made to GreenS2@Michigan.gov or CzarneckiS@Michigan.gov.
FDA National Registry Report Form 3985
Form 3985 is used for both initial enrollment into the Retail Program Standards and providing report results from a Self-Assessment or Verification Audit. Upon completion, Form 3985 should be forward FDA Retail Food Specialist for Michigan.

AFDO-Managed Retail Program Standards Grant Program
Grant fund opportunities available for the completion of projects and training to enhance conformance with the Retail Program Standards.
NACCHO Retail Program Standards Mentorship Program
A program that connects retail food regulatory program practitioners who are experienced in applying the Retail Program Standards with those who are newly enrolled and looking for assistance, resources, and recommendations for achieving a specific standard. Eligible participants include food regulatory programs operating at the state, local, tribal, and territorial level.
FoodSHIELD is a web-based system for communication, coordination, education, and training among the nation's food and agriculture sectors. This secure system allows public health and food regulatory officials at the local, state, and federal levels across the nation to work together and communicate regarding food safety information and the Retail Program Standards.
