Department of State suspends Detroit auto repair facility, vehicle dealership

DETROIT – The Michigan Department of State has suspended the registration of an auto repair facility and the license of a vehicle dealership in Detroit for failure to provide records as required by law.

Specialty Auto Electric Center Inc. – Department of State regulatory staff visited Specialty Auto Electric Center, 18310 Wyoming Ave., an auto repair facility owned by Vergin Awadis Barmakazian, to conduct a records inspection April 22 and May 10. Barmakazian wasn’t available to meet with the regulatory agent and the records couldn’t be produced as requested. A summary suspension was issued July 22. The summary suspension won’t be removed until Barmakazian meets with regulatory staff and provides facility records from May 2017 to the present for review. State law requires repair facilities and vehicle dealerships to keep records for inspection on file for five years. If Barmakazian disputes the findings of the regulatory review, he may request an informal preliminary conference and then an administrative hearing.

Metro Detroit Auto Sales LLC – Department of State regulatory staff visited Metro Detroit Auto Sales, 7405 Greenfield Road, owned by Mariam Mahmoud Baydoun and Rabih Adel Hamdan, on July 5 and 8 to inspect dealership records. Each time, the agent was unable to complete the inspection because Baydoun wasn’t available and no one else had access to the records. On the final visit July 9, the agent found the dealership closed and locked. A summary suspension was issued July 25. To lift the suspension, Baydoun or Hamdan must present dealership records from July 23, 2014, to the present for review. If the findings of the regulatory review are disputed by Baydoun and Hamdan, they may request an informal preliminary conference and then an administrative hearing.
