Construction Code-Part 4. Building Code

There will be a public rules advisory meeting on the PROPOSED DRAFT Part 4. Michigan Building Code Rules, Michigan Rehabilitation Code Rules, and Part 10a. Michigan Commercial Energy Code Rules on Thursday, May 21, 2026, at the Ottawa Building, Conference Room UL-3, 611 West Ottawa Street, Lansing, MI 48933.

Part 4.  Building Code Rules will be from 10:00 a.m. to 11:00 a.m.

Rehabilitation Code Rules will be from 11:00 a.m. to 12:00 p.m.

Part 10a. Michigan Commercial Energy Code Rules will be at 1:00 p.m.

Representatives from the bureau will be available to discuss changes and hear comments on proposed changes.

The PROPOSED DRAFTS for Part 4. Michigan Building Code Rules, Michigan Rehabilitation Code Rules, and Part 10a. Michigan Commercial Energy Code Rules that will be discussed at this meeting can be found under our Administrative Rules web page under “Currently Open Rules”.

2025-48 LR Construction Code - Part 4 Building Code Rules (Draft Proposed Rules)

Construction Code-Part 5. Residential Code

On July 7, 2025, an order was issued by the court in two cases before the Michigan Court of Claims in Home Builders Assoc et al. v LARA et al.  The order temporarily prevents LARA from “taking additional steps necessary to apply or implement” two rule sets that would update the Michigan Residential Code and residential Energy Code chapter while the litigation remains ongoing.  Both rule sets would adopt, in part, the 2021 International Residential Code (IRC) and 2021 International Energy Conservation Code (IECC) residential standards and were set to become effective on August 29, 2025. 

While this stipulated order remains in place, the 2015 versions of the IRC and residential provisions of the IECC standards currently adopted, in part, by each rule set will remain valid and in effect.  You may review the draft revisions to each rule set and a complete copy of the court’s stipulated order by visiting each link below and clicking on “Final Rule Language”:

2022-16-LR Construction Code – Part 5. Residential Code

Construction Code-Part 7. Plumbing Code

There will be a public hearing, Wednesday, August 5, 2026, at 11:00 AM, Upper Level, Conference Room 3. 611 W. Ottawa Street, Lansing, MI 48933

The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public comments on proposed changes to the Construction Codes - Part 7. Plumbing Code rule set.

The proposed rules will adopt by reference the 2024 edition of the International Plumbing Code (IPC), with amendments, deletions, and additions deemed necessary for use in Michigan. Part 7. of the Construction Code currently adopts by reference the 2021 edition of the IPC, which is based on plumbing principles used in plumbing codes across the country. Part 7. also includes rules that amend the IPC to address plumbing practices that are specific to Michigan and delete those requirements in the IPC that do not pertain to Michigan because of the state’s geographic and environmental features. The proposed rules provide the latest standards to protect the health and promote the safety and welfare of the State of Michigan residents by regulating the installation and inspection of plumbing within the state. Adoption of the 2024 edition of the IPC, as well as an update of the rules, could result in a cost savings for homeowners and contractors who will be able to use the latest materials and technology as a result of the revision of the rules.

By authority conferred on the director of the department of licensing and regulatory affairs by section 4 of the Stille-DeRossett-Hale single state construction code act, 1972 PA 230, MCL 125.1504, and Executive Reorganization Order Nos. 2003-1, 2008-4, and 2011-4, MCL 445.2011, 445.2025, and 445.2030.

The proposed rules will take effect 120 days after filing with the Secretary of State. The proposed rules are published on the State of Michigan's website at http://www.michigan.gov/ARD and in the 7/15/2026 issue of the Michigan Register. Copies of these proposed rules may also be obtained by mail or email at the following email address: Lara-bcc-rules@michigan.gov.

Ski Area Safety-General Rules

The Ski Area Safety - General Rules were filed with the Secretary of State and became effective on April 17, 2026.

Below are important changes that have been made to the code.

  •          Operators are now required to demonstrate the operation of all brakes and rollback safety devices to state inspectors annually.
  •          All F7-year load tests will be witnessed by state inspectors.
  •          Mechanical failure and passenger injury reporting have been updated and clarified.
  •          Rules not pertaining to chairlift use and inspection have been reorganized into R 408.62, Ski Area Operator Duties.
  •          A new rule, R 408.95, has been created to address portable rope tows.
