The Michigan Office of Administrative Hearings and Rules (MOAHR) Benefit Services Division (BSD) holds administrative hearings when decisions related to public health and safety, human services, and state employee benefits made by the Michigan Department of Health and Human Services and various other Michigan agencies are contested. MOAHR-BSD provides hearings related to Medicaid program eligibility, services and providers; food assistance; cash assistance; and state medical disability assistance. MOAHR-BSD also provides hearings involving adoption subsidy services, expunction from the Michigan Child Abuse and Neglect Central Registry, licensing of child and adult facilities, Michigan Rehabilitation Services, the Department of Civil Rights, Municipal Employee Retirement System of Michigan, and the Office of Retirement Services. MOAHR-BSD receives over 60,000 hearing requests per year regarding numerous agency programs.
Inquiries about the hearings process for all MOAHR-BSD may be made to the Michigan Office of Administrative Hearings and Rules Benefit Services Division by contacting us in one of two sections based on the state program involved with your request for hearing.
