Responsible for administration and enforcement of the Michigan Boiler Code (MBC) which includes conducting inspections of boiler installations and repairs and in-service inspections of existing boilers. Investigates boiler accidents and violations of the MBC and assures proper boiler permits are issued.

Responsible for the review and investigation of complaints against building officials, inspectors, residential builders and maintenance & alterations contractors, electricians, mechanical contractors, plumbers, boiler and elevator licensees.

Responsible for administration and enforcement of the Michigan Elevator Code (MEC) by conducting inspections of elevator installations and alterations as well as annual safety inspections. Investigates elevator accidents and violations of the MEC and assures the proper elevator permits are issued.

Responsible for determining eligibility of examinees, licensure and registration issuance, and renewals of registrations and licenses under the Skilled Trades Regulation Act, 2016 PA 407, Occupational Code, Article 24 of PA 299 of 1980, the Elevator Licensing Act, 1976 PA 333 and Elevator Safety Board Act, 1967 PA 227.

Construction Code Plan Review and Permits

Where the State of Michigan has code enforcement authority - Statewide Jurisdiction List and Local School Construction Enforcement List.
Responsible for issuing building, electrical, mechanical and plumbing permits and Certificates of Occupancy. Permits can be checked and obtained expeditiously online at: https://aca-prod.accela.com/lara/. Additionally, permits can be obtained via mail; however, applying by mail may cause delays in the application process.
Responsible for review of building, electrical, mechanical, and plumbing plans. Also reviews premanufactured unit plans, compliance assurance (CA) manuals, all barrier free design (BFD) exception requests and mobile home park (MHP) plans, and issues MHP permits to construct. Plan reviews can be checked and submitted expeditiously online at: https://aca-prod.accela.com/lara/. Additionally, plan reviews can be submitted via mail; however, applying by mail may cause delays in the application process.

Training and Education Section

The Training and Education Section plans, directs, and coordinates bureau‑related training activities for staff, including publication of the bureau newsletter. Conducts training need assessments of local government code‑compliance programs and develops educational materials on the latest suite of state‑adopted building codes. The section also coordinates and delivers training and outreach programs to improve code knowledge and compliance among building inspectors, design professionals, and contractors, and evaluates the effectiveness of these programs in strengthening overall code compliance. |
