About the Bureau of Construction Codes
The dedicated staff of the Bureau of Construction Codes (BCC) work as a team to assure that the built environment and the systems within are sound, safe and sanitary; building users' health, safety and welfare are protected; and that, through a coordinated program of code compliance, investigation and training, there is consistent application of standards.
BCC administers the Stille-DeRossett-Hale Single State Construction Code Act (1972 PA 230), the Skilled Trades Regulation Act (2016 PA 407), the Construction of School Buildings (1937 PA 306), Article 24 of the Occupational Code (1980 PA 299), Michigan-Indiana State Line Remonumentation Act -2022 PA 81 , the Elevator Licensing Act (1976 PA 333), the Elevator Safety Board Act (1967 PA 227), the Carnival-Amusement Safety Act of 1966 (1966 PA 225), the Ski Area Safety Act of 1962 (1962 PA 199), the Land Division Act (1967 PA 288), the Corner Recordation Act (1970 PA 74), the State Survey and Remonumentation Act (1990 PA 345), the State Boundary Commission Act (1968 PA 191), the Mobile Home Commission Act (1987 PA 96), the Utilization of Public Facilities by Physically Limited Act (1966 PA 1), as well as the related rule sets and codes, and oversees 13 industry-related boards and commissions.
The bureau conducts plan reviews, issues permits, and provides inspections in the area of building, electrical, mechanical, plumbing, and mobile home parks as well as issues permits and provides inspections for boilers and elevators. Inspections and monitoring visits are also performed on-site at premanufactured unit facilities, traveling shows, amusement parks and other fixed locations with rides, and ski areas and lifts.
BCC is responsible for examination and licensing in the boiler, electrical, elevator, mechanical, plumbing, residential builders, and maintenance and alteration contractor fields as well as licensing of mobile home parks and dealers, and investigates consumer complaints against licensees.
The bureau reviews and approves local ordinances for approval to administer and enforce state construction codes. It also reviews and processes complaints relating to local administration and enforcement of codes and conducts performance evaluations when complaints cannot be resolved or at the request of the local unit of government. Additionally, it registers local code officials and inspectors in the area of building, electrical, mechanical, and plumbing.
The bureau reviews subdivision plats and State Boundary Commission petitions. It administers the statewide program for monumenting and remonumenting original U.S. government public land survey corners.
