The Michigan Liquor Control Commission (MLCC) is excited to announce the implementation of the Sales Inventory Purchasing System (SIPS+). SIPS+ will replace the current sales, inventory, and purchasing program that is over 40 years old, as well the registration programs for spirits (Equote) and beer, wine, and mixed spirit drink products (MWPR). SIPS+ provides the MLCC greater functionality, flexibility, and control in its finance, inventory, and product registration. SIPS+ will be available to the public on November 3, 2025.
Several MLCC online programs will experience downtime while the MLCC launches the SIPS+ application.
In order to migrate from the current system to SIPS+, the MLCC must deactivate several online programs. The following online programs will not function during this period:
AIMS
The following systems will be unavailable from Thursday, October 30, 2025 at 5:00pm to Monday, November 3, 2025 at 8:00am:
Searchable Pricebook (the PDF and Excel files will still be available)
- Active/Escrow License Search
- Application Status Check
- AIMS Customer Portal
- Also, during this timeframe, liquor licenses and permits will not be able to be issued and the processing of application fees and violation fines will be delayed until the new system is in place.
Online Liquor Ordering (MILO)
- MILO user enhancements will be available on November 3, 2025
Equote – Spirits Product Registration
- Equote updates to existing deadline dates and cutoff times have been posted in Bulletins 2024-01, 2025-01, and 2025-02. The new Registration system will be available to users on November 3, 2025
Michigan Wholesale Product Registry (MWPR) - Beer, Wine, & Mixed Spirit Drink Product Registration
- MWPR will become unavailable to external users on October 20, 2025 at 5:00pm. The new Registration system will be available to users on November 3, 2025

MiLogin Account Required For SIPS+

With the implementation of SIPS+ on November 3, 2025, all existing and new product registration users will be required to log in using the State of Michigan’s MiLogin Identity Management System*. Current Equote or MWPR users will be required to use the new registration system beginning November 3, 2025, but you may set up your MiLogin account and link your account today. If you have an existing MiLogin account, you do not need to set up a new one, but you will need to follow the instructions to link your account to the MLCC portal. Instructions on how to set up a MiLogin account and link it to the MLCC portal are provided below.
*A MiLogin account is different than a MiLogin for Business account. If you have a MiLogin for Business account, you will need a separate Milogin account to access the online renewal portal. You may use the same email address for both MiLogin accounts and MiLogin for Business accounts.
