New Vendor of Spirits Information

Thank you for your interest in having your spirits products sold in Michigan.

Under Michigan law, spirits are defined as a distilled spirits products that contain more than 10% alcohol by volume (above 20 proof), except that distilled spirits products that contain up to 13.5% ABV (27 proof) that are packaged in non-resealable metal cans, commonly called canned or "ready-to-drink" cocktails, are considered mixed spirit drink products and must be sold through licensed wholesalers.

Vendor Representative License Required

A Vendor Representative license is required for each Vendor of Spirits to begin the process of having your spirits products listed for sale by the Commission:

After Vendor Representative License Is Issued

• After the Vendor Representative license is approved and issued, a link will be emailed to the email address provided on the Vendor Representative License Application to provide access for the Vendor of Spirits to the Sales Inventory Purchasing System (SIPS+).

• The Vendor of Spirits will need to select an Authorized Distribution Agent (ADA) for an executed ADA contract listing brand(s) and a written request addressed to the MLCC Finance Division from appointed ADA. The appointed ADA will upload these documents to your SIPS+ account.

SIGMA Registration Required

• The Vendor of Spirits will need to register on SIGMA - Vendor Self Service (VSS) to receive payments for spirits products at www.Michigan.gov/SIGMAVSS. A Vendor Support Call Center is available to assist by calling 888-734-9749 M-F 8:00am - 5:00pm Eastern or emailing SIGMA-Vendor@michigan.gov.  The Vendor of Spirits will have the ability to update and make changes to registration details as needed.

• Upon completion of SIGMA registration, email Cliff Farr at farrc4@michigan.gov and provide him a VCUST number for him to confirm registration.
