Share these 5 tips with employees when experiencing a workforce layoff
If a business is anticipating layoffs there are a few things to keep in mind to facilitate workers applying for unemployment benefits.
In a layoff situation, employees often seek guidance from their employer. Having some tools readily available that can assist in the process.
- Make sure employees are provided with a completed Unemployment Compensation Notice to Employees. Search for Form 1711 at Michigan.gov/UIA.
- Encourage employees to review the Claimant Roadmap. This step-by-step online guide answers many questions about applying for benefits.
- Urge employees to update their payment and contact information in the Michigan Web Account Manager (MiWAM). They will use MiWAM to apply for benefits and certify their work searches, should they qualify. UIA has a helpful factsheet that explains the quickest way to update payment information.
- Let them know how to contact UIA if they have questions about benefits.
- Share whether the employer is requesting a seeking work waiver. Employees should list the same last day worked and expected return to work date listed on the waiver.
- The quickest way for a claimant to chat with an agent is through their MiWAM account.
- They can also go to Michigan.gov/UIA to schedule an in-person, virtual, or phone appointment.
- Last resort: Call Customer Service at 1-866-500-0017
Request for Seeking Work Waiver
UIA offers a seeking work waiver option for employers experiencing a temporary layoff.
The waiver allows employees who qualify for unemployment benefits to forego the requirement of searching for new employment while they wait to return to their current jobs.
Employers must file the waiver request with UIA at least a week before the last day their employees work.

How to set up MiWAM email reminders about quarterly report deadlines
Don't forget: the third quarter report deadline is July 25, 2025.
Employers can choose whether to receive email reminders for each quarter, either 10 or 25 days in advance of the due date.
Employers and Service Providers can make this election through their Michigan Web Account Manager (MiWAM) account. On the homepage click “Setup Email Reminders.”
Using MiWAM, employers can also access the Employer Help Center; and report fraud, identity theft, and refusal of offer to work.
How to avoid being deemed non-liable
Sometimes things don’t go as planned and operating a business is no exception. When registering a business with UIA, you are required to enter the date that you expect to meet certain payroll thresholds. This is known as your liability date.
The UIA will hold your business responsible for paying unemployment insurance taxes based on your liability date. This means you will be expected to begin filing quarterly tax reports for the quarter following that date.
To avoid this, you can login to your Michigan Web Account Manager (MiWAM) account and complete a new Schedule A Liability Questionnaire (which was part of your original registration documents). Completing a new questionnaire allows you to change or update your liability date. First, log into MiWAM and from the homepage:
- Click ‘UI Tax’.
- Click Account Services.
- Click Update Schedule A Information.
- Complete and submit.
If you do not file your report and your account is made non-liable, you will need to complete a Non-liable to Liable Request Form and submit it to UIA’s tax office.
If your account has been inactive for more than a year, you must complete a new Michigan Department of Treasury registration form.

- You've paid $1,000 in wages in a calendar year as a standard employer.
- You've paid $1,000 in wages within a quarter as a household employer.
- Or, you've paid $20,000 in wages within a quarter as an agriculture employer.

Keep up with latest MiUI system news
You’ll be hearing a lot more about UIA’s transition to a new, modern computer system for employers, third-party administrators (TPAs), and claimants.
It’s called MiUI and the tax phase is scheduled to launch Monday, Dec. 15, 2025. The benefits phase will launch by summer of 2026.
This system is designed with the customer in mind. It will ease wage and tax report submission, speed claims filing, and build on UIA’s robust anti-fraud measures.
The rollout will include many changes, and you'll want to stay informed for a successful and smooth transition.

- MiUI Minute Email Series: Each edition will provide quick updates, learnings, and/or actionable steps on the transition to MiUI. The MiUI Minute is sent to all subscribers to the Employer Advisor newsletter. Sign up for the MiUI Minute.
