House Bill 4169 of 2017 - Amends section 503 of the Michigan Liquor Control Code of 1998, PA 58, to exempt an outstanding license issued before March 1, 2017, from a requirement that the Michigan Liquor Control Commission deny a license to sell alcoholic beverages at retail or to transfer an existing license if the proposed location is within 500 feet of a church or school; and permit the Commission to waive the requirement for all classes of licenses.

House Bill 4170 of 2017 - Amends Section 20919 of the Public Health Code of 1978, PA 368, to establish a POST form available to patients throughout the State as an advance care planning tool.  House Bill 4170 directs the Department of Health and Human Services to establish an ad hoc advisory committee to determine the content of the POST form, promulgatge rules, and establish a follow up committee within three years.  The bill prohibits a health agency or facility from mandating a POST form for patients and establishes if a medical control authority participates with POST forms they must establish written protocols for complyinig with the requirement in accordance with DHHS procedures. (Tie-barred with House Bills 4171, 4173 and 4174)

House Bill 4171 of 2017 - Amends the Estates and Protected Individuals Code of 1998, PA 386, to recognize any provisions of a POST form established by HB 4170 in Section 5674 of the Michigan Public Health Code.  This will allow a guardian to excecute, reaffirm, and revoke a POST form for a ward provided they visit and consult with the ward and attending physician within 14 days of executing the orders annually for reaffirming. (Tie-barred with House Bill 4170)

House Bill 4173 - Amends the Adult Foster Care Facility Licensing Act of 1979, PA 218, to recognize any provisions of a POST form established by House Bill 4170 in Section 5674 of the Michigan Public Health Code.  House Bill 4173 will require an adult foster care facility to comply with a POST form and if unable or unwilling to do so, make every reasonable effort to refer or transfer the patient to another adult foster care facility.

House Bill 4305 of 2017 - Amends the Uniform Securities Act of 2008, PA 551, to incorporate the October 2016 regulatory changes made by the SEC into the Michigan Invests Locally Exemption (MILE) of Section 202a of the Act.  The most notable changes are loosening requirements of business entities to establish residency in Michigabn for purposes of qualifying for exemption under Rule 147/147A, and the ability to "offer" securities to non-Michigan residents, so long as sales are only made to Michigan residents.  The second change is intended to make the use of a website for offers and sales less restrictive for issuers of securities.

House Bill 4556 of 2017 - Amends Section 14f of the Code of Criminal Procedure of 1927, PA 175, to provide that the illegal sale, delivery, or importation of beer or wine would be a Class F felony against the public order with a maximum term of imprisonment of 4 years. House Bill 4557 of 2017 - Amends Section 909 of the Liquor Control Code of 1998, PA 58, to specify civil and criminal penalties or sanctions for a person, whether or not a licensee, for the illegal sale, delivery, or importation of beer or wine.

House Bill 4558 of 2017 - Creates a new Section 610b of the Liquor Control Code of 1998, PA 58, to allow the installation of temporary bin displays of beer, wine, and spirits on the premises of a retailer that is licensed for off-premises sales only under certain condations.

House Bill 4559 of 2017 - Amends Section 1025 of the Liquor Control Code of 1998, PA 58, to include that the prohibition of giving away alcoholic liquor in connection with a vendor's business does not apply to certain events previously authorized under other Sections of the Code.

House Bill 4654 of 2017 - Amends the Skilled Trades Regulation Act of 2016, PA 407, to make exceptions to permitting requirements for the installation, maintenance, replacement, or servicing of electrical wiring, equipment, or devices associated with a business monitoring system and defines "business monitoring system".  Local ordinance also could not require a provider to procure a permit to install, maintain, replace, or service any electrical writing, equipment or devices associated with a business home monitoring system.

House Bill 4655 of 2017 - Amends Section 28a of the Single State Construction Code Act of 1972, Act 230, to make exceptions to permitting requirements for the installation, maintenance, replacement, or servicing of electrical wirting, equipment, or devices associated with a business monitoring system.

House Bill 4408 of 2017 - Amends Sections 16221 and 16226 and adds sections 7303b and 7303c to the Public Health Code of 1978, Act 368 requiring prescribers of controlled substances containing opioids to provide patients with certain information and obtain an acknowledgement of that information prior to prescribing.

House Bill 4406 of 2017 - Amends the Public Health Code of 1978, Act 368, to require the Prescription Drug and Opioid Abuse Commission to develop recommendations for instruction on the dangers of opioid abuse and the prescription drug epidemic and make those recommendations available to the Michigan Department of Education.

House Bill 4411 of 2017 - Amends Section 509 of the Michigan Liquor Control Code of 1998, PA 1998, PA 58, to reduce the population threshold to obtain a municipal civic center or civic auditorium license from not less than 9,500 to not less than 5,500.

House Bill 5144 of 2017 - Amends the Michigan Medical Marihuana Act of 2016, PA 281, to update certain procedures.  It adds protections for CPAs and financial institutions working with licensees while streamlining the process for municipalities to authorize marihuana facilities.  Clarifies permissible transfers between licensees and when the use of secure transporters is required.  Authorizes a safety compliance facility to collect a random sample of marihuana at a marihuana facility of a grower, processor, or provisioning center for testing without using a secure transporter.

House Bill 5175 of 2017 - Amends Section 537 of the Michigan Liquor Control Code of 1998, PA 58, to allow all licensed businesses that hold a specialty designated merchant licnese (authorizes the sale of beer and wine for off premises consumption) to fill and sell growlers with beer for consumption off the licensed premises under certain conditions.

House Bill 5236 of 2017 - Amends several sections under the Occupational Code of 1980, PA 299.  Defines terms, allows for non-Michigan-licensed CPA firms to perform certain work in Michigan, and adds greater specificity as to continuing education requirements for licensed CPAs.

House Bill 5678 of 2018 - Amends the Public Health Code of 1978, PA 368, by pushing back the date by which a bona fide prescriber-patient relationship is required to prescribe controlled substances.

House Bill 5805 of 2018 - Amends the Public Health Code of 1978 Public Act 368 by allowing pharmacists to substitute a lower cost generically equivalent or interchangeable biological drug product to a purchaser who is not submitting a claim to a third-party paymentand the pharmacist shall charge the purchaer the current selling price of the lower cost drug.

House Bill 5235 of 2017 - Amends the Payment of Wages and Fringe Benefits Act of 1978 Public Act 390 to change the payday for employees who are paid monthly on the 1st of the month to the 15th of the month for all wages earned after the end of a monthly pay period.  The bill also removes the exception language in section 2 (1) that applies to employees engaged in hand harvesting.

House Bill 5259 of 2017- Amends the Limousine, Taxicab, and Transportation Network Company Act of 2016, Public Act 345, by changing the signage requirements for limousines, taxicabs, and transportation network companies (TNC).

House Bill 5591 of 2018 - Amends the Occupational Code of 1980, PA 299, by requiring that a complaint filed against a real estate appraiser be filed within 18 months after the date of the violation; the delivery of an appraisal to a client; or if in the context of an expert witness, the delivery of an appraisal to the opposing party, whichever occurs first, as applicable.

House Bill 5767 of 2018 - Amends the Michigan Liquor Control Code of 1998, PA 58, by allowing a manufacturer, wholesaler, or retailer to provide beer or wine dispensing equipment, which may be part of or within a trailer, to a special. licensee for use during the effective period of the special license.  This bill also allows a manufacturer, wholesaler, or retailer that is authorized to sell beer, wine, spirits, or mixed spirit drink to a special licensee to deliver the alcoholic liquor to the special licensee's premises when the Commission issues the special license.

House Bill 5768 of 2018 - Amends the Michigan Liquor Control Code of 1998, PA 58, by adding in Section 204 which provides the framework for the importing, selling, and delivering of beer, wine, and mixed spirit drink in this state.  The bill prohibits, with certain exceptions, a person from selling, delivering, or importing beer, wine, or mixed spirit drink unless the person is a supplier, licensed direct shipper, or a wholesaler.  The bill establishes a minimum time period of 24 hours that the products must remain in the wholesaler's licensed warehouse facility before they can be delivered to on-premises and off-premises retailers.  There are a limited number of exceptions in the bill to the 24 hour hold period.

House Bill 5990 of 2018 - Amends the Firefighters Training Council Act of 1966, PA 291, by repealing a requirement that the Firefighter Training Council prepare an annual report.

House Bill 6000 of 2018 - Amends the Michigan Fireworks Safety Act of 2011, PA 256, by repealing a requirement for a one-time report that was required October 1, 2013.

House Bill 6002 of 2018 - Amends the Stille-DeRossett-Hale Single State Construction Code Act of 1972, PA 230, making a technical change to delete a reference to the section repealed in HB 6000.

House Bill 4668 of 2017 - Amends the Michigan Liquor Control Code of 1998, Act 58 adding in Section 914b prohibiting the sale, use, or possession of marihuana-infused beer, wine, mixed wine drink, mxed spirit drink or spirits.

House Bill 4701 of 2017 - Amends the Michigan Limited Liability Company Act of 1993, PA 23, by adding in subsection (7) and (8) to allow for the waiving of fees for the person that is submitting the initial articles of organization for filing.  The person submitting the initial articles of organization must provide documentation that a majority of the initial membership interests in the domestic limited liability company will be held by veterans in order to get the fees waiaved.

House Bill 5719 of 2018 - Amends the Michigan Liquor Control Code of 1998, PA 58, to change the SDM quota from 1 SDM license for each 1,000 population to 1 SDM license for ech 1,000 population or fraction of 1,000.

House Bill 4412 of 2017 - Amends the Tax Tribunal Act of 1973, PA 186, amending Sections 21 and 22 to specify the Tax Tribunal is located in the Department of Licensing and Regulatory Affairs, requires training Tax Tribunal members on all aspects of the Tax Tribunal process and adds in disqualification procedures.  The bill allows the Tax Tribunal members to engage in any other gainful employment or business or professional activity for compensation.

House Bill 6422 of 2018 - Amends the Marihuana Tracking Act of 2016, PA 282, allowng LARA, if authorized by a licensee, to share nformation about a marihuana facilities licensee with a financial institution.

House Bills 6058 - 6060 of 2018 - Amends the Public Health Code of 1978, PA 368; the Skilled Trades Regulation Act of 2016, PA 407; and the Occupational Code of 1980, PA 299.  Together the bills would require the Department (LARA) to create a process whereby an individual can obtain a preliminary determination from the Department, prior to applying for a license, as to whether his/her prior criminal history would result in being denied a license.

House Bill 4134 of 2017 - Amends the Public Health Code of 1978, PA 368, to specify a physician would not need to maintain a national or regional certification if not specifically required in Article 15 for licensure.

House Bill 6421 of 2018 - Amends the Michigan Vehcile Code of 1949, PA 300, to require the Secretary of State to share operator's and chauffeur's license photographs and signature with LARA for the purpose of including that information on a medical marihuana registry card.

House Bills 4066 - 4067 of 2018 - House Bill 4066 amends the Public Health Code of 1978, PA 368 to enact into law the Interstate Medical Licensure Compact, entering Michigan into the compact with the other states, this requires them to undergo potentially lengthy licensing processes in each state. House Bill 4067 amends the Public Health Code of 1978, PA 368, to establish that an osteopathic physician or allopathic physician who holds an expedited license under the Interstate Medical Licensure Compact is considered a physician licensed under the Public Health Code and is authorized to engage in the practice of medicine in Michigan.

House Bill 4608 of 2017 - Amends the Occupational Code of 1980, PA 299, by deleting painting and decorating from the list of crafts and trades a person is authorized to engage in under the residential maintenance and alteration (M & A) contractor license.  Individuals that perform the craft or trade of painting and decorating would no longer need a license.

House Bill 5606 of 2018 - Amends the Liquor Control Code of 1998, PA 58, by requiring wine makers, brand manufacturers, small distillers, micro brewers, or brewpubs to provide water and allow them to sell or provide water and other nonalcoholic beverages to customers for consumption on or off the licensed premises.

House Bills 5939 - 5941 of 2018 - House Bills 5939 and 5940 amend the Michigan Fireworks Safety Act of 2011, PA 256, and House Bill 5941 amends the fire Prevention Code of 1941, PA 207.  The bills will ensure the Bureau of Fire Services has the resources necessary to fulfill its enforcement obligations, require a person pay all fines and remit all taxes before being issued a consumer fireworks certificate, require retailers to provide customers with information about legal dates and times of use or discharge of fireworks, and toughen penalties for individuals in violation of the Act.  The bils also give local units of government more authority to prohibit the discharge of fireworks at an earlier hour around holidays.
