LARA Summarily Suspends the Adult Foster Care Small Group Home License of Javon Brown

The Michigan Department of Licensing and Regulatory Affairs (LARA), Bureau of Community and Health Systems (BCHS), issued an order of summary suspension and notice of intent to revoke the adult foster care license of Oakland County adult foster care small group home provider, Javon Brown, License #AS630404326, located at 32999 W 14 Mile Road, Farmington Hills, MI  48334.  This action resulted from a recent investigation of a complaint of this adult foster care small group home.

The complaint investigation found violations of the Adult Foster Care Facility Licensing Act and/or administrative rules regarding adult foster care small group homes.  LARA took emergency action to protect the health, welfare, and safety of vulnerable adults.

Effective 6:00 p.m., July 20, 2023, the summary suspension order prohibits Javon Brown from operating an adult foster care small group home at 32999 W 14 Mile Road, Farmington Hills, MI  48334, or at any other address or location.  Accordingly, the licensee may not accept adults for care after that date and time.  The order also requires Javon Brown to inform all of the guardians of adults in their care that the license has been suspended and that adult foster care services can no longer be provided.  

Javon Brown has held a license to operate license #AS630404326 since January 13, 2022.  The license was for 6 adults.

Michigan law defines an adult foster care small group home as “an adult foster care facility with the approved capacity to receive 12 or fewer adults to be provided with foster care.”

A licensee has the right to appeal this suspension.  This case will be forwarded to the Michigan Office of Administrative Hearings and Rules (MOAHR) for a hearing date.
