LARA Issues Suspension of License for Haven Adult Foster Care Limited

The Michigan Department of Licensing and Regulatory Affairs (LARA) has issued an order of summary suspension and notice of intent to revoke the license of Macomb County adult foster care large group home provider, Haven Adult Foster Care Limited, License #AL500066534, located at 58483 Pasco, New Haven, MI  48048. This action was taken following a recent investigation conducted by LARA’s Bureau of Community and Health Systems (BCHS) in response to a complaint involving the facility.

The complaint investigation identified violations of the Adult Foster Care Facility Licensing Act and/or administrative rules governing adult foster care homes. Based on these findings, LARA took immediate action to protect the health, welfare, and safety of vulnerable adults.

Effective 6:00 p.m., December 16, 2025, the summary suspension order prohibits Haven Adult Foster Care Home from operating an adult foster care large group home at 58483 Pasco, New Haven, MI  48048, or at any other address or location. As a result, the licensee may not accept adults for care after that date and time.  The order also requires Haven Adult Foster Care Limited to notify all of the guardians of adults in its care that the license has been suspended and that adult foster care services can no longer be provided. 

Haven Adult Foster Care Limited was originally issued License #AL500066534 on July 11, 1995. The license authorized the care of up to 20 adults.

Michigan law defines an adult foster care large group home as “an adult foster care facility with the approved capacity to receive at least 13 but not more than 20 adults to be provided with foster care.”

The licensee has the right to appeal the suspension. The case will be forwarded to the Michigan Office of Administrative Hearings and Rules (MOAHR) for a hearing date.
