Update on the Marijuana Rules Promulgation

The Cannabis Regulatory Agency (CRA) hosted a public comment period and public hearing on the proposed rule changes to the marijuana administrative rules in April and May 2025, during which it received over 700 individual suggested changes to the rules. After a thorough review of those suggestions, the CRA made more than 120 changes to the rules – some quite substantial.

Due to the magnitude of the changes, the elapsed time since the public hearing, and the desire to comply with statutory requirements, the CRA will be holding a second public comment period and public hearing. From the beginning of this process, the CRA has sought to be as transparent and communicative as possible. This step will provide interested parties with an opportunity to review and comment on the many changes made after the first hearing.

The date for the hearing will be announced in the near future.

In addition to releasing the updated draft of the rules, the CRA will also be releasing a “track changes” version of the rules to clearly indicate where changes were made.

Once the date of the hearing is set, the CRA will send additional notifications and links to relevant documents.
