Cosmetology Shop Inspection Requirements

Personnel performing or attempting to perform services are currently licensed. §601(1)/1203a
Establishment license and the license of each cosmetologist who works in establishment in a prominent place that is visible to the public at all times. §1204(2)(b);

Adequate supply of running hot and cold water and adequate ventilation. Has a shampoo bowl equipped with hot and cold running water if providing hair care services. Has pedicure basin if providing pedicuring services. R 71(1)(a-b)(3-4)
Covered containers for holding used towels, capes, and neck strips. Towels, capes, and neck strips used on a patron disposed in a container for used items and laundered appropriately. R 71(1)(c); R 71(2)(f); R 71a(4)
Adequate amount of cleaning, disinfecting, and sterlizing equipment and supplies necessary to meet sanitation requirements. Manufacturer-labeled container of each disinfectant and sterilant that is used. R 71(1)(d-e)
Covered waste containers large enough for 1 day’s accumulated waste. Waste containers are disinfected at least once every 24 hours or lined with a plastic bag that is disposed of each time the waste container is emptied. Dispose of all single-use tools and supplies after use on a patron. R 71(1)(f); R71(2)(c-d); R71b(f)
At least 1 multi-purpose fire extinguisher that is labeled by the manufacturer as suitable for use on class a, b, and c fires within 20 feet of where an open flame is used. R71(1)(g)
Have and maintain at least 1 first aid kit labeled as meeting the ANSI/ISEA standards. R 71(1)(h)
Chair, bed, table, headrest, or other station used for providing services to patrons is made of, or covered in, a non-porous material that can be disinfected. R 71(1)(i)
Maintain all areas in a safe and sanitary condition. R 71(2)(a)
Dispose of vaporous chemical waste materials pursuant to the manufacturer's recommendations. R71(2)(b)
Store clean nonelectrical tools and supplies in covered containers and separate from used tools and supplies. R71(2)(e)
All waste materials, but not limited to, hair clippings, paper, and tissues, and single-use tools must be disposed of in a covered waste container. Once hair care services are completed on a patron, remove any hair clippings from the floor. R71(2)(g); R71(b)(g)
Follow disinfecting and sterilizing requirements. R 71a(1-3)(5)(7-11)
All semi-solid substances, including, but not limited to, waxes, creams, lotions, oils, and powders must be stored in a covered container and removed with clean sanitary spatulas or dispensed from a shaker dispenser. R 71a(6)
Attire and hands are kept sanitary. R 71b(a)
Mobile salon that is moved, towed, or transported from 1 location to another must not be used as a residence or for any purpose other than providing cosmetology services, all furniture must be anchored, have functioning restroom, have water heater, chemicals are stored in cabinets with secured safety latches away from customer service areas, and be parked when rendering services. Must have a copy of vehicle registration and proof of insurance. R 71c(a-h); R 88(3)
Comply with blood spill provisions, first aid and disposal. R 79e(1)(a-f); (2)
No use or possession of methyl methacrylate monomers. No abrading, roughening, buffing or filing the nail plate to the extent the nail bed is exposed. Sanitize equipment. No use or possession of a blade in the practice of manicuring or pedicuring. R 79g(1)(a-h)
Student, apprentice, licensee not performing services that are limited to the scope of practice of a licensed health professional unless he or she is performing a service that is delegated to him or her under section 16215 of the public health code. R 79g(1)(i)
Provide proof of identity with a picture I.D. or alternative at the time of the inspection. R 79g(1)(j)
Not allow a member of the public to drink from a water source used for mixing chemicals. R 79g(1)(k)
An esthetician shall not use razors, scissors or clippers on the scalp of a patron. R 79g(2)
A natural hair cultivation student, apprentice, or practitioner shall not use reactive chemicals or perform any service included in the practice of cosmetology as defined in section 1201 of the act. R 79g(3)
Mobile salon where equipment is moved from location to location shall keep contact information up to date. R 80(3)
Mobile salons shall maintain appointment records for 7 years, a copy of license of each employee/independent contractor. R 88(a-b)

If you have an apprentice(s), you are also subject to the following:

Apprentice not required to be in attendance for more than 40 hours per week. § 1205a(1)(a)
Apprentice did not practice on public before completing 350 hours of instruction for a cosmetology apprenticeship or a 1/4 of the required hours for all other types of apprenticeships, including both theory and practical hours. § 1205a(1)(e)
Apprenticeship program shall keep complete records for each apprentice for not less than 7 years after the last date of attendance which includes (a) a summary of the attendance record, (b) a summary of the practical and theory hours of training that were completed, including the subjects and number of practical applications, practical hours, and theory hours that were credited, (c) the date of the enrollment and the last date of attendance, (d) the final grades, (e) a copy of the contract. Apprenticeship program permit conspicuously displayed in prominent place on the premises that is visible to the public at all times. R 38(3)
