PRESS RELEASE: Cannabis Regulatory Agency Announces $2 Million Fine and the Closure and Revocation of Michigan Investment 10 LLC’s Processor Licenses

The Michigan Cannabis Regulatory Agency (CRA) has announced the closure of Michigan Investment 10 LLC’s adult-use processor license and the revocation of its medical processor license, along with a $2 million fine.
The final orders associated with these investigations – which were issued by CRA Executive Director Brian Hanna – follow an administrative proceeding arising from two formal complaints issued against Michigan Investment 10 LLC.
The CRA found that Michigan Investment 10 LLC violated state laws and numerous administrative rules governing cannabis processor operations. The findings follow a contested case hearing conducted before an administrative law judge (ALJ) within the Michigan Office of Administrative Hearings and Rules.
“These were egregious violations, capped by the fact that their camera in the extraction room was pointed at a wall instead of the activity it was supposed to monitor,” said Hanna. “Michigan’s cannabis laws and rules are designed to protect public health and safety and ensure accountability throughout the regulated market. When a licensee disregards those requirements to this extent, the CRA will take appropriate action.”
The matter previously resulted in a summary suspension of Michigan Investment 10’s licenses on November 15, 2023. Following a December 4, 2023, post-suspension hearing, an ALJ issued an order dissolving the summary suspension on January 12, 2024. A contested case hearing took place on January 8-9, 2024.
The ALJ issued a proposal for decision (PFD) on June 18, 2026, recommending findings that the respondent violated the cited statutory and regulatory provisions.
After reviewing the record, the CRA accepted the ALJ’s findings of fact and conclusions of law and determined that the violations occurred.
“As discussed below, the undersigned concludes that (the CRA) has met its burden of proof as to all counts of the formal complaint issued on November 15, 2023…”
