After making contact and talking with the complainant, it was determined there wasn’t any damage from the goose hunters shot falling on the apartment complex and the hunters were outside of the safety zone. CO Beuthin then contacted the group of hunters, and it was determined it was a guided waterfowl hunt. When the CO asked the guide to produce his commercial guide license, it was revealed after several minutes of conversation the guide did not have his commercial guide license. The CO had given the hunting guide a verbal warning back in the fall of 2024 for the same violation. CO Marc Mankowski received a complaint through the DNR RAP hotline of waterfowl hunters trespassing. The complainant offered a kayak to the CO who paddled upstream and contacted the hunters on adjacent property. They were initially found to be hunting without a federal duck stamp and lead shot. Walking around their hunting site, CO Mankowski found duck feathers and asked the hunters where the duck was, and they said they shot it last week during the teal season. Knowing they were not teal feathers, CO Mankowski asked where the duck was again and the hunters pulled a hen wood duck out of the weeds. A check of safety equipment on their boat was conducted, and the group didn’t have enough life jackets and failed to register the boat in their name after purchasing it last year. The group returned to the boat launch and sat around a picnic table where they received their citations and then a lesson on waterfowl and boating regulations as well as other fish and game laws. Afterwards, the kayak was returned to the complainant where he told multiple stories of working with COs Goss, McCullough and retired Sgt. Bahlau over the years on similar issues on his property.

The subject, who has had a suspended driver’s license, was cited for possessing the threatened and endangered species and given a warning of multiple driving while suspended. The CO made it back to his patrol vehicle and activated his emergency lights just as the vehicle stopped near a gate and concrete barricades preventing it from exiting the SGA. After removing the four occupants from the vehicle, the driver and one of the passengers were interviewed. It was determined the group had been joy-riding the vehicle off-road inside the SGA after navigating a narrow gap between two barricades, they had also got a flat tire during their personal tour and had to change the tire. The CO discussed the importance of reading large signs posted at SGAs, the decision and safety concerns of a vehicle entering an area blocked off with barricades, and then a citation was issued to the driver for operating a vehicle on state land in an unauthorized area.
