Limited Alcohol Buyer License, Seller of Alcohol License, & Industrial Manufacturer License

Limited Alcohol Buyer License

     A Limited Alcohol Buyer license is issued by the Commission to a person located in Michigan which allows the purchase of alcohol for medicinal, mechanical, chemical, or scientific purposes.  The license is generally issued to hospitals and pharmacies that use alcohol in preparing medicines and to laboratories, chemical companies, and other businesses that utilize alcohol for scientific experiments, sterilization, and mechanical purposes.  The holder of a Limited Alcohol Buyer license may purchase alcohol from the Commission or a business licensed as a Seller of Alcohol by the Commission.

License Fee

The initial and annual renewal fee for a Limited Alcohol Buyer license is $10.00

In addition to the documents required by all applicants:

Corporations must submit the following information per Administrative Rule R 436.1109:

  • Report of Stockholders/Members/Partners (LCC-301)
  • Copy of current, filed Articles of Incorporation.
  • Current Certificate of Good Standing from the state where incorporated and Certificate of Authority to Do Business in Michigan, if incorporated outside of this state.
  • Certified copy of the minutes of a meeting of its board of directors or a statement signed by an officer of the corporation naming the persons authorized by corporate resolution to sign the application and other documents required by the Commission (or Part 3 of Form LCC-301).

Limited Liability Companies (LLC) must submit the following information pursuant to Administrative Rule R 436.1110:

  • Report of Stockholders/Members/Partners (LCC-301)
  • Copy of Articles of Organization and copies of any amendments to the Articles of Organization.
  • Current Certificate of Authority to Do Business in Michigan, if the LLC is a non-Michigan LLC.
  • Copy of Operating Agreement entered into by members.
  • Copy of most recent annual statement filed with the Corporations Division, if an existing LLC.
  • Statement signed by a manager of the limited liability company or by at least 1 member if management is reserved to the members naming the person authorized to sign the application and other documents required by the Commission (or Part 3 of Form LCC-301).

Partnerships must submit the following information per Administrative Rule R 436.1111:

Seller of Alcohol License

     A Seller of Alcohol license is issued by the Commission to a person to sell 190-proof or pure alcohol in Michigan.  A Seller of Alcohol license may sell to Distillers, Small Distiller, Wine Maker, or Small Wine Maker licensees for fortifying or blending purposes, Industrial Manufacturer licensees for use in manufacturing products for nonbeverage purposes, and Limited Alcohol Buyer licensees for medicinal, mechanical, chemical, or scientific purposes.

Federal Basic Permit

Applicants must provide a copy of the federal Basic Permit issued by the federal Alcohol and Tobacco Tax and Trade Bureau (TTB).

In addition to the documents required by all applicants:

  • Report of Stockholders/Members/Partners (LCC-301)
  • Copy of current, filed Articles of Incorporation.
  • Current Certificate of Good Standing from the state where incorporated and Certificate of Authority to Do Business in Michigan, if incorporated outside of this state.

Industrial Manufacturer License

     An Industrial Manufacturer license is issued by the Commission to a person in order to purchase spirits from the Commission or a Seller or Alcohol license or beer and wine from a Wholesaler license to be utilized in producing nonbeverage products.

    An Industrial Manufacturer license is not required to purchase alcoholic liquor (beer, wine, or spirits) from a licensed retailer to be utilized in producing nonbeverage products. Licensed retailers include liquor stores, grocery stores, and convenience stores.  An Industrial Manufacturer license is not required and will not be issued to a person using alcoholic liquor to produce nonbeverage products for his or her own personal use.  Any alcoholic liquor used for making products for personal use must be purchased from a licensed retailer. 

    An Industrial Manufacturer license is not required to purchase denatured alcohol, such as Specially Denatured Spirits (SDS) or Specially Denatured Alcohol (SDA), or to use denatured alcohol in producing products. The Michigan Liquor Control Commission does not govern the use of these types of alcohol. A federal Industrial Alcohol User Permit issued by the United States Alcohol and Tobacco Tax and Trade Bureau (TTB) may be required to purchase and use denatured alcohol. 

    An Industrial Manufacturer license does not allow the license holder to manufacture or sell alcoholic liquor products.
