LARA Participates in National Licensing Enforcement Initiative

LANSING, Mich. – From October 13 to October 24, 2025, the Michigan Department of Licensing and Regulatory Affairs’ (LARA) Bureau of Construction Codes (BCC) partnered with the National Association of State Contractors Licensing Agencies (NASCLA) in a nationwide coordinated enforcement campaign to promote safety, compliance, and consumer protection in the construction trades.

“LARA looks forward to continuing to work with our stakeholders to educate before we regulate. In cases where that is not possible, focused enforcement efforts like this let us hold bad actors accountable to ensure that we are protecting people and promoting businesses throughout the state,” said Marlon I. Brown, Director of LARA.

This year’s initiative focused on compliance with Michigan’s new law requiring a 2:1 ratio of Journey or Master plumbers to plumbing apprentices on job sites. A similar ratio requirement in the electrical trade was also closely monitored.

LARA inspectors and regulatory agents conducted field inspections across multiple locations statewide, reviewing more than 80 licenses. The results were encouraging: all inspected sites met the required ratio standards, and nearly 95% were fully compliant with licensing regulations. Notices of violation were issued to five companies and individuals found to be out of compliance.

In cases where licensing requirements were not met, LARA’s priority is to support individuals and businesses in achieving proper licensure. The department remains committed to working collaboratively to ensure full compliance.

Enforcement Highlights

  • 47 administrative actions issued, including multiple actions involving four licensees.
  • 4 penalties assessed, ranging from license suspensions and revocations to fines and restitution.
  • 13 distinct violation types identified across all enforcement actions.

These results reflect the strength of LARA’s partnerships and the effectiveness of coordinated oversight in maintaining high standards across Michigan’s licensed trades.

This national initiative strengthened collaboration between state and national regulators, ensuring consistent enforcement of licensing laws and public safety standards. LARA continues to encourage consumers to hire licensed professionals and remains dedicated to safeguarding Michigan residents and supporting fair, competitive construction industry.
