Import Requirements to Protect Against New World Screwworm

Movement requirements effective June 17, 2026

If transporting warm-blooded animals from a state with a confirmed detection of New World screwworm, in addition to the regular animal movement requirements outlined for each species, please follow the requirements listed below, which are based on the zones established by the U.S. Department of Agriculture (USDA) to manage active cases. To determine what type of zone you are in, please contact the state animal health official from the state of origin or examine the interactive maps provided by Texas and New Mexico. The following poultry are exempt from movement requirements: Hatching and table eggs and chicks under 5 days of age; National Poultry Improvement Plan Types B, C, D, and J.

Moving warm-blooded animals from an Infested Premises

Animals from an Infested Premises will not be allowed entry into Michigan under any circumstances, until the premises has been released from quarantine.

Moving warm-blooded animals from an Infested Zone or Adjacent Surveillance Zone

  1. Animals must have an official interstate certificate of veterinary inspection (CVI) (commonly referred to as a “health certificate”) and an MDARD approval permit following instructions below:
    • The CVI must note the zone of origin (i.e., Infested Zone or Adjacent Surveillance Zone) and include the following NWS statement: "All animals were inspected and found free of evidence of NWS infestation."
    • The completed CVI must be sent electronically to MDARD-NWS-Permit@Michigan.gov at least 48 hours prior to movement to receive an approval permit from MDARD. Note: The permit email box will be monitored Monday-Friday, excluding state holidays, from 8 a.m. to 5 p.m. ET.  Please allow one business day (Monday-Friday, excluding state holidays, from 8 a.m. to 5 p.m., ET) for the permit to be processed.
    • Animals cannot be brought into Michigan until the requestor receives an MDARD approval permit.
    • The CVI is valid for five days after the animal(s) are inspected by an accredited veterinarian.
  2. If available for the species, animals must receive preventative treatment, and it must be noted on the CVI. For any animal species without an approved NWS treatment, call MDARD at 800-292-3939. for instructions.
    • Administer an appropriate NWS treatment according to the label (must have FDA, USDA, or EPA Approval, Conditional Approval, or Emergency Use authorization to use against NWS) before leaving the state of origin.
    • Treatment must be within the labeled duration of action upon entry or transit through Michigan. 
    • CVI must include the treatment used, date of administration, and how it was administered.
  3. Wounds must be noted on the CVI. More specifically, animals with open wounds but no evidence of myiasis (i.e., tissue damage caused by maggots) must be noted on the CVI, and those wounds must be inspected once the animals reach their destination. This inspection can be performed by the destination premises owners, staff, or veterinarians.
    • The current status of those wounds must be reported to MDARD within 24 hours of arrival to MDARD-NWS-Permit@michigan.gov. When reporting the status of open wounds, please be sure to include the approval permit number for that shipment.
    • If NWS is suspected, please call MDARD immediately at 800-292-3939 (daytime) or 517-373-0440 (after-hours) to report.
  4. Reinspect all animals once they reach their destination:
    • Inspect animals through visual observation during offload at the destination premises. This inspection can be performed by the destination premises owners, staff, or veterinarians. If NWS is suspected, please call MDARD immediately at 800-292-3939 (daytime) or 517-373-0440 (after-hours) to report.
    • If the shipment contains any animals with open wounds noted on the CVI, the current status of those wounds must be reported to MDARD within 24 hours of arrival to MDARD-NWS-Permit@michigan.gov. When reporting the status of open wounds, please be sure to include the approval permit number for that shipment.

Moving warm-blooded animals from a state with a detection of New World screwworm, but located outside of all defined Infested Zones and Adjacent Surveillance Zones

  1. All animals must have a valid CVI (commonly referred to as a “health certificate”) submitted by an accredited veterinarian from the origin state:
    • The CVI must include the following statement on NWS: "All animals were inspected and found free of evidence of NWS infestation."
    • The completed CVI must be sent electronically to CVI@Michigan.gov prior to movement.
    • The CVI is valid for five days after inspection by an accredited veterinarian.
  2. Wounds must be noted on the CVI. More specifically, animals with open wounds but no evidence of myiasis (i.e., tissue damage caused by maggots) must be noted on the CVI, and those wounds must be inspected once animals reach their destination. This inspection can be performed by the destination premises owners, staff, or veterinarians.

Moving warm-blooded animals from states bordering those with a confirmed New World screwworm detection

All animals must have a valid CVI (commonly referred to as a “health certificate”) submitted by an accredited veterinarian from the origin state:

  • The CVI must include the following statement on NWS: "All animals were inspected and found free of evidence of NWS infestation."
  • The completed CVI must be sent electronically to CVI@Michigan.gov prior to movement.
  • CVI is valid for 7 days after inspection by an accredited veterinarian. 

Moving warm-blooded animals from a state with a detection of New World screwworm directly to a USDA Food Safety and Inspection Service (FSIS) inspected establishment

  1. Within the Infested Zone: The animal owner must contact the origin state’s animal health office to perform an inspection at least 2 days prior to the movement and to complete a CVI (commonly referred to as a “health certificate”). The CVI must include the following statement on NWS: "All animals were inspected and found free of evidence of NWS infestation." Animals must be processed within 72 hours of inspection.
  2. Outside of the Infested Zone:
    • All animals must enter with a CVI (commonly referred to as a “health certificate”).
    • The CVI must include the following statement on NWS: "All animals were inspected and found free of evidence of NWS infestation."
    • Animals must be processed within 72 hours of inspection
  3. Any animals with evidence of an NWS infestation will not be allowed entry into Michigan.
  4. Animals with open wounds may not move until the wound is healed.
  5. For any animals moving to a processing facility not inspected by the USDA Food Safety and Inspection Service, please contact MDARD at 800-292-3939 for import instructions.
