Certification and Training Requirements

The Michigan Department of Agriculture & Rural Development (MDARD) is tasked with administering pesticide applicator certification on behalf of the Environmental Protection Agency (EPA). In 2017, the EPA strengthened federal competency standards for applicators using restricted use pesticides (RUPs) by enhancing 40 CFR 171 Certification of Pesticide Applicators. Michigan’s Certification and Training (C & T) Plan was approved by the EPA in July 2023. Michigan’s C & T Plan can be viewed online at EPA’s Certification Plan and Reporting Database.
